Description
The Naval Undersea Warfare Center Division Newport intends to award a sole source contract to Systems Engineering Associates Corporation (SEACorp)62 Johnny Cake Hill Road, Middletown RI 02842, for the operational maintenance and technical engineering services in support of the acquisition and life cycle maintenance of the Ohio Class Submarine CCS/NPES DPS shipboard/non-shipboard system and subsystem and related elements. The operational maintenance tasks will encompass operational Ohio Class submarines and shore sites performing training, refit, and maintenance activities extending from preventative and emergency maintenance to equipment refurbishment to laboratory layout planning and implementation. The technical engineering tasks will also encompass operational Ohio Class submarines and consist of: design concepts and engineering proposals, development, integration and installation, test and evaluation plans, test data results, future alteration planning, validation and verification, and conduct of various analysis and studies of engineering requirements, for hardware and software. This task order is also for the procurement of hardware/firmware engineering and life cycle support, and material and services for the refurbishment, installation, checkout, life cycle maintenance and repair of the Ohio Class Submarine Data Processing Subsystem (DPS) TRIDENT Signal Data Converter (TSDC) CV-3325B(V)/UYK equipment and related systems. The Fleet ™s required response and repair time for resolution of high priority problems shall be 24 hours or less. An Indefinite Delivery/Indefinite Quantity type contract with Cost Plus Fixed Fee provisions is anticipated. The period of performance shall be three years from date of award. The sole source determination is based on the experience, skill set required for timely installation, maintenance, and repair of the Ohio Equipment Replacement TSDC rests solely with SEACorp and their employees. In addition, the Ohio Submarine Class program is the only program using the OER TSDC thereby further limiting available expertise, which SEACorp possesses, for maintaining these now unique, obsolete components.
