- Description
- The contractor(s), shall provide qualified physicians to provide cardiac surgical services and invasive cardiology procedures, at off-site locations as part of his/her regular practice. Contract physicians shall be of a quality, meeting or exceeding currently recognized national standards as established by accrediting/regulatory bodies. In addition, physicians shall comply with all Veterans Health Administration (VHA) regulations and directives. This requirement covers non-medically stable (emergent/urgent) cases, as determined by the referring cardiologists, from the VA Medical Center, Mountain Home, TN. Also, non-medically stable (emergency) cases are determined as: Urgent-clinical condition mandates prompt surgery or intervention, usually within 12 to 72 hours of catheterization, or when appropriate required pre op work up is completed by the VAMC. Emergent (ongoing ischemia)-Clinical condition mandates emergent surgery or intervention, usually on the day of catheterization because of ischemia despite medical therapy. Emergent (hemodynamic compromise)-persistent hypotension and low cardiac output despite inotropic and/or mechanical circulatory support mandates immediate intervention. Emergent (PCI cath lab complications requiring emergent surgery) requiring acceptance and transfer to surgery suite with transfer time under one (1) hour from complications to arrival at accepting facility's surgery suite. Physicians who provide any of the cardiac services must be appropriately credentialed and privileged in this specialty area, including board certification in Cardiothoracic Surgery by the American College of Surgeons and acceptable resolution of the National Practitioners Data Bank report. The medical center retains the right to review the acceptability of the contractor's employees. A copy of their credentials must be made available to the Network Office for distribution to the appropriate local VA Medical Center. The Contractor must be able to provide services immediately upon notification by the VA Medical Center, Mountain Home, TN. The Contractor shall provide a transfer time of one hour or less from notification of needed cardiac surgical services to accepting facility's surgical suite. Services will be available daily during the hours 7:00 a.m. until 8:00 p.m., excluding weekends and federal holidays. The contractor must identify key personnel proposed to provide the required services and their qualifications on an annual basis. The contractor cannot change key personnel without VAMC approval. Under FAR Part 6.302, Johnson City Medical Center is the only known local source to satisfy this current need. The NAICS associated with this requirement is 622110 with a size standard of $34.5 Million. This is for full and open competition. It is anticipated that solicitation, VA-249-12-R-0037, will be issued on or around October 25, 2011 at http://www.fedbizopps.gov. Telephone request will not be accepted.
