Description
THIS IS A SOURCES SOUGHT NOTICE ONLY FOR NOAA NES071 GENERATOR SWITCHGEAR FOX, ALASKA. OFFER OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. THIS IS NOT A PRESOLICITATION. The District of the U.S. Army Corps of Engineers, Alaska is conducting market research prior to releasing a solicitation for this work in Fox, Alaska. 1.0 PURPOSE: This project is for the demolition of existing generator low voltage switchgear and for the installation of new low voltage 480V switchgear. Work shall include supporting equipment and infrastructure and all other equipment necessary for a complete 480V switchgear system at the NOAA Fairbanks Satellite Operations Facility (FSOF), Fox, Alaska. 2.0 SCOPE: 2.1 Existing Generators and Switchgear - The existing generators consist of three Caterpillar 3508, 750kW, 480V/277V Generators feeding the existing SIEMENS RL Series 480V dual bus, 3000A, 60 Hz switchgear. The existing Siemens RL Series switchgear includes individual and master paralleling control for each Generator, motorized circuit breakers, Programmable Logic Controls, Apogee system monitoring software, gear mounted manual breaker trolley and an ASCO automatic transfer switch. The ten existing power circuit breakers consist of two Siemens RL-3200 3200A frame and eight Siemens RL-1600 1600A frame. Existing protective relays include ABB Power Circuit Shield synchronism check relays, over/under voltage relays, machine differential relays and reverse power relays. 2.2 Demolition - The demolition work under this contract shall consist of the following: •1. Remove all existing Siemens RL Series Switchgear and ASCO Transfer Switch. •2. The existing generator to switchgear feeders shall be removed from the overhead cable tray and be re-routed in the basement in Rigid Metal Conduit. The existing overhead cable tray shall be demolished. •3. The existing Generator and Switchgear feeders and control/signal cables shall be re-used and run in rigid metal conduit. •4. All existing cable tray in the basement space shall be demolished and replaced with rigid metal conduit. 2.3 New Low Voltage Switchgear - The Contractor shall furnish all equipment, materials, and labor required to accomplish the work. The new work under this contract includes the following: •1. Contractor shall provide and install a new switchgear system with ratings and configuration equal to the existing Siemens RL series switchgear installation. This includes all new 480V, 3000A dual bus, power circuit breakers, breaker trolley and full generator and breaker control, monitoring and paralleling system software and protective relays. The new generator/switchgear and breaker control, monitoring and paralleling controls shall be a microprocessor based system. Replace all overhead and basement cable tray with rigid metal conduit for all generator and switchgear feeders and control/signal cabling to comply with NEC Art. 708 COPS Facility. •2. Provide new six inch high housekeeping pads for all new switchgear enclosures including conduit penetrations/stub-ups for switchgear power and control cabling and including spare conduits. •3. Provide new slab penetrations, rigid metal conduit transitions and couplings at each generator base for re-routing generator to switchgear feeders in the basement space in rigid metal conduit. Modify existing generator lug enclosures on each Genset for re-routing the feeders below floor. Existing slab penetrations that are no longer required shall be plugged and sealed with concrete to match existing slab. •4. Cut-over requirements shall include 1000kW of temporary manually controlled generator backup and cabling connected and monitored 24/7 during the construction due to the mission critical operations of the facility. No interruptions to service shall be allowed and work should not impede the continuous operation of the station. •5. Perform insulation resistance test on all existing power conductors that are re-used and continuity and insulation resistance test on all control/signaling cabling. Cables that fail the insulation resistance testing and continuity tests shall be replaced. •6. Contractor shall perform a comprehensive performance testing and commissioning procedure of the new 480V switchgear, existing generators and ancillary systems when installation is complete. It is the Contractors responsibility to deliver a complete and fully functional system in accordance with the contract requirements, sequence of operation and specifications.. This project is contingent on availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. If a large firm is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirements for a subcontracting plan for that part of the work it intends to subcontract. The FY12 subcontracting goals for this contract are a minimum of 50% of the contractor's intended subcontract amount be placed with small businesses, 17% of that to small, disadvantaged businesses, 18.0% to woman-owned small business, 10% to HUB zone small businesses, 8.5% to veteran-owned small business, and 4.0% to service disabled veteran owned small business. All offerors are advised that they must be registered in CCR ( www.CCR.gov ) and ORCA ( http://orca.bpn.gov ) in order to receive an award. Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. Contractor shall comply with commercial and industry standards, and all applicable federal, state, and local laws, regulations and procedures. The estimated magnitude of Construction is between $1,000,000 and $5,000,000. The intent of this Sources Sought is to research qualified firms with a primary North American Industrial Classification System (NAICS) code of 238210, which has a size standard of $14 million for a potential acquisition. In accordance with FAR 19.501 paragraph (c) The contracting officer shall conduct market research and review the acquisition to determine if this acquisition will be set aside for small business, or considered for an award to a small business under the 8(a) Program (see Subpart 19.8), HUBZone (see Subpart 19.13) or service-disabled veteran-owned programs (see Subpart 19.14 ). If the acquisition is set aside for small business based on this review, it is a unilateral set-aside by the contracting officer. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price shall be applicable. Therefore, the successful firm shall have the capability to acquire such bonding. Low Voltage Switchgear installation, demolition and renovation 5. Low Voltage and Medium Voltage Switchgear and Generator Testing & Commissioning 6. Energized live parts/hot work 7. Programmable logic controllers (PLC), Apogee control software or similar, protective relays and generator controls, paralleling and synchronization 8. Submit information of successful completion of similar projects installing generator switchgear And any previous USACE project experience.
