- The U.S. Army Corps of Engineer (USACE) Middle East District intends to solicit names of construction firms or joint ventures experienced in working in the Middle East region who are interested in submitting a firm-fixed price offer for this project. To be considered a construction firm, the firm must perform construction as a significant portion of its business. The contractor shall comply with all base security requirements. Defense Base Act Insurance and Construction surety will be required. The estimated cost of the project is between $5,000,000 to $10,000,000. PROJECT SCOPE: The U.S. Army Corps of Engineer (USACE) Middle East District has the requirement to construct the below facilities in Bagram Air Field, Afghanistan. All work identified in the Scope of Work shall be completed within 365 calendar days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. a.The scope of work for the UMMC Program-341 Projects that are Base Items in the solicitation will include the following: AIR FORCE OFFICE OF SPECIAL INVESTIGATION (AFOSI) FACILITY: Construct one-story concrete building. Facility will include all site-preparation, concrete foundation and pavement for outside storage, parking, concrete pad and fencing, HVAC, exterior and interior lighting, interior finishes, communications, electrical outlets, and electrical connection to base grid power. TACTICAL FIGHTER SQUAD OPERATIONS: Construct a concrete facility. Facility will include all site-preparation, concrete foundation and pavement for parking, HVAC, exterior and interior lighting, interior finishes, communications, exterior fencing, electrical outlets, and electrical connection to base grid power. FLIGHT LINE FIRE STATION: Construct pre-engineered steel framed building. Facility will include all site-preparation, concrete foundation and pavement for parking, HVAC, exterior and interior lighting, interior finishes, communications, exterior fencing, electrical outlets, and electrical connection to base grid power. b.The scope of work for the UMMC Program-341 Projects that are Option Items in the solicitation will include the following: OPERATIONS GROUP COMMAND AND CONTROL (C2) FACILITY: Construct two-story concrete building. Facility will include all site preparation, concrete foundation and pavement for parking, HVAC, exterior and interior lighting, Secured Compartmental Information Facility (SCIF) interior finishes, communications, exterior fencing, and utilities connection to base grid power. TACTICAL FIGHTER AIRCRAFT MAINTENANCE UNIT (AMU): Construct a one-story pre-engineered steel framed building. Facility will include all site-preparation, concrete foundation and pavement for parking, HVAC, exterior and interior lighting, interior finishes, communications, exterior fencing, electrical outlets, and electrical connection to base grid power. EXPEDITIONARY MISSION SUPPORT GROUP (EMSG) HEADQUARTERS AND TOWN HALL: Construct a 557 SM blast and ballistic-proof concrete facility to serve as the EMSG Headquarters as well as the Wing's Town Hall. Work includes interior and exterior plumbing, HVAC, electrical, force protection, fire alarms, and exterior meeting area. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, or plan rooms. The Best Value/Tradeoff contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. This acquisition will result in a single fixed price construction contract award. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to the AMRDEC site and be pass word protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. PROPOSAL PERIOD: The solicitation is scheduled for release on or about November 04, 2011. The proposals will be due on or about December 05, 2011. Contract award will be on or about January 31, 2012.
