Mulvihill (Kevin.T.Mulvihill@usace.army.mil)(206) 764-6805 THE SEATTLE SMALL BUSINESS ADMINISTRATION HAS MADE A DETERMNIATION THAT HIS PROCUREMENT SHALL BE LIMITED TO 8(A) FIRMS LOCATED WITHIN THE GEOGRAPHICAL AREA SERVICED BY THE SBA SEATTLE DISTRICT OFFICE, AND OTHER 8(A) CONSTRUCTION FIRMS WITH A BONA FIDE PLACE OF BUSINESS WITHIN THE GEOGRAPHICAL COMPETITIVE AREA, AND THE ASSIGNED NAICS CODE. ALL OTHER 8(A) BD PARTICIPANTS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS. THE OFFEROR (CONTRACTOR) MUST BE ABLE TO BOND FOR THE ENTIRE AMOUNT OF THE PROJECT. The Seattle District Corps of Engineers has a requirement to Design-Build a Company Operations Facility (COF) for two companies with associated covered hardstand and supporting facilities. Scope will include the relocation of primary system to underground power and sanitary sewer realignment with lift station and demolition of storage building 9989 and shed. COMPANY OPERATIONS FACILITIES: This project type is to house transient company administrative operations and facilitate storage and movement of supplies. Also provided is a covered hardstand area for training and mobilization. The COF is intended to be similar to office and warehouse type buildings in the private sector community. The project will include a COF for two (2) companies. The total gross area for the COF building is 48,816 square feet, including the exterior covered hardstand. The total gross exterior covered hardstand area is 1,672 square feet. This area is counted at half square footage. SITE: Provide all site design, demolition, and construction within the limits of construction necessary to support the new building facility and utility upgrades. Supporting facilities include, but are not limited to, utilities, electric service, telecommunications, exterior and security lighting, fire protection and alarm systems, security fencing and gates, water, gas, steam, sewer, and site improvements. Antiterrorism/force protection measures shall also be included in the facility design in accordance with applicable criteria. The Contractor shall be responsible for maintaining the construction site and haul route. Damages to existing sidewalks, pavements, curb and gutter, utilities, and/or landscaping within the construction limits, adjacent to the construction site and along the contractor's haul route resulting from the contractor's construction activities shall be repaired and/or replaced by the Contractor at no additional cost to the Government. Prior to construction activities, the Contractor and Contracting Officer Representative shall perform an existing condition survey. At the completion of this project, the Contractor and Contracting Officer representative shall perform a final condition survey to determine repair/replacement requirements; the approximate area available is 3.6 acres. UNDERGROUND POWER: The existing overhead primary system will be moved to the north and placed underground (UG) to facilitate phased construction within the east compound per the master plan. SANITARY SEWER REALIGNMENT WITH LIFT STATION: Existing sanitary sewer truck line traverses the site of the proposed FY13 BnOps Complex. BUILDING DEMOLITION: The project will include the removal of storage building 9989 (1,848 SF) and nearby storage shed (200 SF). The design and construction costs of this project will be subject to the contract cost limitation (CCL) of $17,970,000.00 and a completion period not to exceed 540 calendar days after NTP. The NAICS code for this project is 236220 with a small business size standard of $33.5M. The solicitation will be a two-phase Design-Build competitive RFP in accordance with procedures outlined in Federal Acquisition Regulation (FAR) Part 36.3 entitled "Two-Phase Design-Build Selection Procedures." There will be a Phase One (submission of experience, past performance, qualifications, organization and technical approach, evidence of ability to obtain bonding) and a Phase Two (submission of technical and price proposals). Those firms that wish to be considered for Phase One may provide submittals in accordance with instructions in the solicitation. The submittals will be evaluated and the Contracting Officer will select up to five (5) of the most highly qualified offerors. Phase Two will require the offerors selected in Phase One to submit technical and price proposals, which will be evaluated utilizing the best value process as defined in Federal Acquisition Regulation (FAR) Part 15 and will include price and non-price evaluation factors. A firm-fixed price contract will be negotiated as a result of the solicitation. As previously stated, this project is set-aside for SBA 8(a) firms.
