Description
The Product Director, Armed Scout Fielded Systems has identified the need for an interim Light Weight Sensor System (LWSS) replacement for the Mast Mounted Sight (MMS) on the OH-58D. The replacement should be non-developmental, mounted on the mast, plug and play with the current OH-58D control display system (CDS) architecture, and provide increased performance. The Product Director, Armed Scout Fielded Systems seeks your comments and suggestions on how to accomplish this requirement. Specific information that should be included in your response is in Appendix A below. It is requested that you provide your response/input to the mailing address below no later than 3:00 P.M. Central Standard Time, 7 November 2011. Interested companies should provide 1 hard copy and 1 compact disk in.pdf format only. This notice is not a request for proposal. U.S. Government support contractors from the following companies (QinetiQ and QuantiTech) will assist in the review of any data provided by respondents to this request for information. A non-disclosure agreement has been signed by the above support contractors with the Government that precludes them from disclosing any data outside of the Government. Accordingly, respondents are requested to provide concurrence in their submissions that the data that is submitted may be reviewed by the above listed support contractor employees. The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. The requested information is for planning and market research purposes only and will not be publicly released, except as incorporated into a Request for Proposal. All information will be handled by the Product Director, Armed Scout Fielded Systems as For Official Use Only. Any questions and/or comments prior to 7 November 2011 may be directed to the Contracting Officer, Mr. James Ganoe in writing to email address: james.ganoe@peoavn.army.mil or by mail to: Army Contracting Command-Redstone, ATTN: CCAM-AR-B/Mr. James Ganoe, Contracting Officer, Building 5681, Wood Road, Redstone Arsenal, AL 35898-5280. Do not call the numbers listed in this announcement. No questions or responses will be provided telephonically. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration videos, or other technical data and must address each of the nine (9) technical items listed in Appendix A. No classified documents shall be included in your response. Any proprietary information must be clearly marked. In addition, please provide the firm/company's name and address, point of contact with telephone number, email address and size of business (large/small). This is a market survey to be used for informational planning purposes only and shall not be construed as a Request for Proposal (RFP), nor is the Government obligated to issue an RFP. The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government is not obligated to notify respondents of the results of the survey. Appendix A Technical 1.The LWSS shall replace the current MMS and its components on the OH-58D Kiowa Warrior. The LWSS will interface with the existing aircraft MMS control panel, Co-pilot auxiliary panel, Pilot/Co-pilot cyclic grip, and Pilot/Co-pilot display user interfaces. 2.The LWSS shall allow OH-58D operators to detect, recognize, and identify tactical and man size targets under both day and nighttime conditions. 3.The LWSS shall provide precise target location and laser designation under both day and nighttime conditions. 4.The LWSS shall address the following capabilities: 1) Infrared and electro-optical (IR/EO) sensor with multiple field of views (FOV), 2) Tactical 1.064nm laser rangefinder/designator (LRF/D), 3) Eye-safe rangefinder, 4) Laser pointer, 5) Automatic video tracker, and 6) Image fusion. 5.The OH-58D frequently operates at or near the restricted max gross weight. The LWSS shall be lighter weight compared to the approximate 266 lbs total MMS system weight. The total weight shall be specified within the response and include all component weights needed to operate the LWSS including wiring. 6.The LWSS shall be capable of integration on the OH-58D mast with minimal impact to the airframe. 7.The LWSS shall be capable of integration with the current CDS on the OH-58D. 8. The LWSS installation shall be conducted as a modification work order (MWO) and the OH-58D aircraft must be capable of reinstallation of the MMS. 9.The LWSS capabilities presented must be in a current procurable configuration that has been or will be "box level" qualified in accordance with MIL-STD-810G, MIL-STD-461F and ADS-37A-PRF. If the LWSS has not been "box level" qualified, the response shall include current qualification status, path forward to listed standards and a timeline on completion.
