Solicitation Number: P12PS00060 Point of Contact: Randy Sadler 435-425-4123 or 435-425-3791 ext. 4123; randy_sadler@nps.gov Notice Type: Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.acquisition.gov/far. The solicitation number is P12PS00060, and the solicitation is issued as a Request for Quotation. The NAICS code is 424720 with an associated small business size standard of 500 employees. This solicitation is unrestricted, and will result in one award, to a vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION: The National Park Service, Canyonlands National Park, has a requirement for RED DYE Diesel 5000 gallons delivered to the Needles District of Canyonlands NP, delivery no later than 10/27/2011. The National Park Service, also requires 2500 gallons of unleaded gasoline, delivered to the same place not later than 10/27/2011. Park facilities are located in San Juan County UT. Fuel tanks are located within established maintenance compounds accessible via paved roads. VENDORS MUST BE WILLING TO MEET the Delivery Date and so state in their response to this announcement. DELIVERY LOCATIONS: 1) Needles District Maintenance facility. On US Highway 191, drive 40 miles (60 km) south of Moab or 14 miles (22 km) north of Monticello, then take Utah Highway 211 roughly 35 miles (56 km) west. Highway 211 ends in the Needles, and is the only paved road leading in and out of the district. INVOICE & PAYMENT: The federal government will only be obligated to the extent of authorized purchases actually made in accordance with the purchase order (award) and shall only pay for actual quantities received. Payment will be made by electronic funds transfer (EFT) or government purchase card (Mastercard). If vendor prefers to receive payment by EFT, it will be on a Net-30 basis in accordance with the clause at 52.232-33. CLAUSES & PROVISIONS: The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation: THE VENDOR MAY OFFER BETTER TERMS TO THE GOVERNMENT, SUCH AS DISCOUNTED UNIT PRICES FROM VENDOR'S PRICE LIST FOR FUEL, AND THOSE TERMS SHALL BE CONSIDERED ON A BEST VALUE BASIS FOR MAKING AWARD SELECTION(S). IF NO DISCOUNT IS OFFERED, THE GOVERNMENT WILL ASSUME THE VENDOR IS OFFERING NO MORE THAN THE UNIT PRICES CHARGED TO THE VENDOR'S OTHER CUSTOMERS FOR THE SAME VOLUME OF FUEL. The government reserves the right to make award without discussions.
