Description
Sources Sought/Market Survey Notification The National Institutes of Health, Clinical Center (NIH CC) Positron Emission Tomography (PET) Department in Bethesda Maryland is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The NIH CC PET Department is seeking maintenance, support, and emergency servicing of a Siemens ECAT High Resolution Research Tomograph PET scanner (referred to as HRRT) in the PET Department of the NIH Clinical Center. The HRRT was acquired in 2005 and has been in operation since. Included with the HRRT is a patient bed supplied by Agile Engineering (Knoxville, TN). The scanner is used in the research projects of many institutes at the NIH to study a variety of physiological processes in health and disease. Maintenance requirements include an annual preventive maintenance visit, emergency servicing, spare parts, hardware, software and firmware upgrades and support. Parties interested in responding to this market research survey shall demonstrate the qualifications to perform required work by providing information on personnel, equipment, facilities, supplies, and technical capabilities, to provide the following maintenance support: Preventive Maintenance Interested parties shall demonstrate the ability to perform scheduled preventive maintenance for the HRRT. Preventive maintenance services to be performed are as specified below: A.Preventive Maintenance 1.Gantry 2.Electrical 3.Patient Bed 4.Computer systems 5.Water chiller 6.Detector Setup 7.Written reports summarizing the above tests and results Interested parties shall demonstrate the ability to provide parts and supplies required to perform maintenance services on the HRRT. B.Spare Parts and Supplies 1.Provide an on-site supply of the following parts: a.Analog board b.PMT tube assembly c.DHI flex circuit d.LTI flex circuit e.Bleeder board 2.Provide the following parts on an overnight basis: a.Light tight interface board (LTI) b.Detector head interface board (DHI) c.DHI PC104 PCM586-1268C d.Power supply, 5V 600W 100A e.Coincidence controller (CC) power supply f.CC PC104 module g.High voltage power supply h.Coincidence processor board i.Detector head array j.Acquisition computer k.Reconstruction computer l.Acquisition RAID disk storage m.Cable serial coincidence n.Cable serial communication assembly 3.Provide for the repair and/or replacement, as necessary, of the LSO/LYSO detector panels 4.Provide for the annual replacement of the Ge-68 rod and phantom sources Interested parties shall demonstrate the ability for the replacement of other system components as originally delivered with the HRRT scanner. This shall include, but is not limited to, fans, belts, cables, switches, displays, lights, and hoses. Parties interested in responding to this request shall also demonstrate the capability to perform repair and maintenance of the patient bed (originally manufactured by Agile Engineering, Knoxville, TN) either directly or by sub-contract to Agile Engineering. C.Emergency Visits 1.Provide full service coverage and telephone support to correct all equipment malfunctions. D.Hardware and Software Updates and Support 1.Provide the software and hardware for the scanners, including Contractor sponsored modifications or revisions and provide support. 2.The hardware and software support shall consist of correction of errors, provision of Contractor sponsored software updates, modifications, improvements, and revisions. E.Hardware and Software Technology Upgrades 1.Any hardware or software upgrades, which the Contractor announces or may develop for general use with the type of equipment covered, shall be made available to the Government on the basis that such software is provided to the Contractor's commercial customers. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the interested party to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as "proprietary information".
