- The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations with and subsequently award a Firm Fixed Price (FFP) modification to contract N00019-09-C-0030 to Ultra Electronics Precision Air Systems to convert 87 High Pressure Pure Air Generator (HiPPAG) 320 Systems Type 2075 MK1-3 for the LAU-127 Missile Launcher to High Pressure Pure Air Generator (HiPPAG) 320 Systems Type 1742 MK2-1 for the LAU-7 Missile Launcher for a Foreign Military Sales (FMS) customer. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Ultra Electronics is the sole designer, developer, manufacturer and integrator of HiPPAG and its related equipment. Ultra alone has the experience, special skills, proprietary technical documentation, facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, Ultra is the only known qualified, responsible source that can fulfill the requirements specified herein.
