- The purpose of this notice is to announce the Marine Corps Systems Command (MARCORSYSCOM) Program Manager, Non Lethal Systems (PM NLS) Escalation of Force Mission Module (EoF-MM) Pre-solicitation Conference, which will be hosted by PM NLS on 4 November 2011. The Intent of the EoF-MM Pre-solicitation Conference is to give a visual presentation and disseminate information on the current configuration of the Marine Corps EoF-MM. It is not the intention of the Government to enter into a contract based on this notice or to otherwise pay for information that is submitted. If the Government decides to contract for this effort, it will issue a formal Request For Proposal on or about 20 December 2011. Vendors who desire to participate in the EoF-MM Pre-solicitation Conference must RSVP and can submit questions by 24 October 2011. E-mail submissions to the Government Contracting Officer Ms. Pasty Stefan patsy.d.stefan@usmc.mil and Contract Specialist Ms. Bernetta Burton bernetta.burton@usmc.mil. All attendance responses should include the following information: Company Name Full Name of Representative/s Representative/s Title/s Contact information Email Addresses Location will be in the vicinity of Tobyhanna PA. Vendor program managers and engineers are specifically encouraged to attend. Industry will have the opportunity to propose written questions subsequent to the Pre-solicitation Conference. The tentative agenda for the EoF-MM Pre-solicitation Conference is listed below. 1000-1030 PM NLS, welcome and Intro 1030-1130 Intent/Contract Objectives/Ground Rules 1130-1230 Program Officer, EoF-MM Brief 1230-1400 EoF-MM display 1400 Contracting Officer Close & Depart The EoF-MM Pre-solicitation Conference shall be UNCLASSIFIED. Vendors are advised that the Government will utilize support contractor/non-government personnel from, Lockheed Martin Corporation. Proprietary information submitted in response to this announcement and during the Industry Day will be protected from unauthorized disclosure as required by Subsection 27 of the Federal Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act") as implemented in the FAR. This company is bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the meaning of the Act, and will take all necessary action to preclude unauthorized use or disclosure of vendor's proprietary data. Special Considerations: The purpose of the information provided herein is to initiate communication with industry. The EoF-MM Pre-solicitation Conference in no way obligates the Government to purchase any product. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice or presentations, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Proprietary or confidential business information will be received and held in confidence for U.S. Government use only.
