Description
This is a notice of intent to award a Sole Source procurement action and is not a request for proposals. The National Cemetery Administration, Philadelphia, PA, intends to award a 100% Small Business Set-Aside Firm Fixed Price Contract consisting of a Base Year and Four Option Years to provide all labor, equipment, parts, materials, supplies, and transportation necessary for the Start-up and Shut-down Maintenance Services for a government owned Irrigation System at the Saratoga National Cemetery in Schuylerville, NY, to Pro Tech Auto Lawn Sprinklers, Inc. (CAGE 68ZL3). This determination is being made under FAR 6.302-1, that only one responsible source and no other services will satisfy this requirement, because Market Research conducted by the Cemetery for the local New York counties around Albany and Saratoga over the past several years has been unsuccessful in identifying other, competing sources for these services that could be performed at a Fair and Reasonable Price. All Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, and Small Businesses who wish to challenge this sole source determination must submit an interest letter that demonstrates your capability to provide the requested services as described above at an economical price by the close of business October 21, 2011. All responses received will be evaluated. A determination by the government to compete, or not compete, the proposed procurement action is solely within the discretion of the Contracting Officer. It is emphasized that all information received will be considered solely for the purpose of determining whether to conduct a competitive procurement and will not be construed as a formal proposal. The government will not reimburse any costs connected with providing the requested capability information.
