Description
The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for services related to Air Traffic Program Operations (ATP OPS) for the U.S. Department of Transportation and other Federal Agencies. The solicitation is being competed as a 100% Economically Disadvantaged Woman-Owned Small Business Set-Aside (EDWOSBSA) and is intended for a single award. The successful contractor will provide services in the following eight task areas of ATP OPS: 1) Program Governance Support; 2) External Oversight Support; 3) Leadership Team Integration and Support; 4) Program Operations Acquisition Management System (AMS) Support; 5) Program Operations Communications Support; 6) Program Office Best-Practices Assessment Support; 7) Program Operations Best-practices Institutionalization Support; and 8) Program Operations Organizational Assessment Support. The contractor will supplement the Volpe Center's overall technical staff resources for ATP OPS services to support the Volpe Center's ability to rapidly respond to increasing programmatic requirements and changes in program direction. The North American Industry Classification System (NAICS) Code is 541611 for this acquisition with a small business size standard of $7.0 million. The estimated release date of the solicitation will be November 14, 2011. Proposals will be due approximately 32 days following the issuance of the solicitation. The solicitation will be issued on an Indefinite Delivery/Indefinite Quantity basis with the ability to issue cost-plus-fixed-fee completion and cost-plus-fixed-fee term task orders. The term of the ordering period of the contract will be five years from date of award. The Volpe Center uses electronic commerce to issue Request for Proposals (RFP) and amendments to RFPs. Paper copies of the RFP or amendments will not be available. The solicitation and any documents related to this procurement will be available in electronic format only from the Government-wide Point of Entry at the Federal Business Opportunities website at the following address: https://www.fbo.gov/. Potential offerors desiring to receive electronic notification of the solicitations posting and availability for downloading must register at the FedBizOpps site. Contractors are warned that when they register to receive solicitation amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. ANY INQUIRIES VIA TELEPHONE WILL NOT BE HONORED. All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. In addition, as an EDWOSBSA, all contractors must be designated as an Economically Disadvantaged Woman-Owned Small Business (EDWOSB) in CCR to be considered for an award. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations.
