- Under this project, the Government seeks to reconfigure an existing public elevator to serve as a new prisoner elevator. This work includes the selective removal and re-use or replacement of specified components in the reconfiguration, including but not limited to elevator doors, cab frame, motors, pulleys, rails, finishes, security hardware and weights. The elevator cab will be repositioned within the existing shaft and new points of access will be saw cut/installed through conc. shaft walls on floors 2 through 5 and 7 through 14. The existing shaft shall be vertically extended down to allow access to the Garage (basement) Floor. This work shall include removing the specified area of existing concrete mat, footing/foundation and associated excavation. The existing prisoner elevator will be removed and replaced with a new Judges Elevator, controls, security and communications systems. This elevator shaft shall be vertically extended upwards with concrete masonry fire rated walls to allow access to the 14th floor. Limited Access Corridors shall be provided on the Garage Level, floors 2,3,10,11,12 and 14. Work will include the installation of secure doors and hardware, glass door systems, secure walls and ceilings creating a limited access for both court staff and prisoner circulation. Additional miscellaneous general construction, fire protection, HVAC, electrical, lighting and communication work on all floors affected by this construction is also included. New Security Hardware shall be installed in the existing west stairwell door frames on floors 2,3,10,11,12 and 14. New Secure Doors and Frames shall be installed in the north corridors on floors 2, 12 and 14 and in the south corridors on the 3rd floor. Additional work shall include new doors on the 2nd floor, all required miscellaneous general construction, fire protection, HVAC, electrical, lighting and communication work affected by this construction. In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. The magnitude of this construction project is estimated between $1,000.000 and $5,000,000. The appropriate NAICS Code is 236220 addition, alteration and renovation general contractors, commercial and institutional building, with a size standard of $33.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The procurement is 100% set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered by the agency. The required construction completion date is approximately 330 days commencing one day after contract award and notice to proceed. The tentative solicitation release date is no earlier than 15 days after posting of this notice in FedBizOpps. It is anticipated that the solicitation (IFB) will be issued on or about November 03, 2011 with bids due on or about December 5, 2011.
