REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This serves as a "Notice of Intent" of the Air Force Research Laboratory, Information Directorate's intent to issue a modification to increase the maximum ordering amount of the basic contract FA8750-09-D-0022, titled "Web-Enabled Temporal Analysis System Tool Kit (WebTAS TK)" on a sole source basis. The current contract maximum ordering amount is $498M and the contemplated maximum ordering amount increase is $85M for a new maximum ordering amount of $583M. This contract is being performed by Intelligent Software Solutions, CAGE Code: 1CCC6. The Air Force plans to solicit and negotiate with only one source under the authority of 10 USC 2304(d)(1)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B), to increase the maximum ordering amount of the WebTAS TK contract. WebTAS supports Air Force efforts in providing Department of Defense commands, services and various Federal Agencies with a software toolkit that provides a general data visualization and analysis infrastructure for the analysis of temporal, spatial, entity and association information. The flexible WebTAS architecture provides access to multiple data sources, data mining, and collaboration tools that facilitate trend, link, pattern, and distributed analysis to support activity prediction and customer unique capabilities like Combined Information Data Network Exchange (CIDNE), International Distributed Uniform Reporting Environment (INDURE), Strategic Worldwide Integration Capability (SWIC), Air Force National to Tactical Integration (AF NTI) and Master Air Attach Plan (MAAP) Toolkit. Critical functional requirements arose that required development of additional software releases, within a shorter timeframe, to respond to urgent war-fighter needs. These critical requirements will result in the WebTAS TK contract exceeding the current maximum ordering amount in a shorter timeframe. The services provided by Intelligent Software Solutions which must continue without interruption include real-time spiral releases of the Web-Enabled Temporal Analysis System Tool Kit (WebTAS TK) software, and sustainment of the operational baseline to meet the functional requirements of users through software enhancement and on-site engineering support. Technical enhancements are needed to correct identified shortcomings in the systems and provide additional capabilities, features, and processes. The enhancements will extend functions and provide effective and efficient capabilities to meet the needs of the user. Installation and on-site engineering support will also be required at new and existing customer sites worldwide. Without continuous enhancements and sustainment of the WebTAS TK baseline, urgent war fighter needs would be jeopardized. Due to critical requirements above, the current burn rate has increased to a point where additional ceiling will be required to continue the highly specialized services being performed under the current contract to address urgent war fighter needs while a follow-on contract is being pursued. The Air Force believes that if the ceiling is not increased, there will be unacceptable delays in fulfilling the war fighter requirements. As such, there would be significant risk to not only the Air Force, but to the supported DoD Commands, Services, and Federal agencies if a sole source contract is not awarded to provide necessary enhancement and sustainment under the current contract.
