Description
TRANSATLANTIC SOUTH (TAS) Firm Fixed Price Contract for the Design and Construction of Recruiting Collection Point (RCP) campus facility for the Afghanistan National Police (ANP) The project consists of the specified site-adaptation, site and infrastructure design and construction for/of a Recruiting Collection Point (RCP) campus facility for the Afghanistan National Police (ANP), adjacent to the Regional Police Training Center (RPTC) in Kandahar Province, Afghanistan. The RCP is an ANP Police establishment which will house approximately 700 personnel. The RCP is located approximately 25 miles south of Kandahar Air Field, Kandahar Province, next to Kandahar-Spin Boldak Main Road. The site is approximately 75,000 square meters. The project is defined as the design, material, labor, and equipment to construct buildings, parking, utilities and other infrastructure for a design population of 700 people unless specified otherwise. Design drawings of all facilities will be provided as part of the solicitation. Site work, Master Plan, design and tie-in of water / waste water / electrical infrastructure; related design shall be accomplished by the contractor. The work within this contract shall meet and be constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Codes (NFPA-101), Force Protection and security standards. The Government intends to make one award as a result of this solicitation; the contractor shall coordinate the efforts required with at least one (1) other contractor at the site. This is a Request for Proposal (RFP) solicitation. Award of a contract will be made using the Best Value/Lowest Price Technically Acceptable (LPTA) procedures. The applicable NAICS code is 236220 ($33.5M small business size standard). The solicitation will be unrestricted/full and open. The resulting contract shall be for 365 days; the options may be exercised at the discretion of the Government. The magnitude of this project is between $10M and $25M. The RFP closing date will be contained in the solicitation and any solicitation amendments that may be issued.
