- PROGRAM DESCRIPTION: The Ministry of Defense (MoD) of the Republic of Lithuania requested the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE) to procure a company-size set of Instrumentable-Multiple Integrated Laser Engagement System/Individual Weapons System (I-MILES/IWS) hardware using Foreign Military Funds (FMF), to support the operation of the future Lithuania Combat Training Center (CTC). A.Responses should provide pricing and availability data for the following: 1. I-MILES/IWS -166 each G-36 Rifle I-MILES/IWS Kits (Manworn, torso, halo, blank Small Arms Transmitter (SAT)/blank adapter) -16 each 7.62x51 Light Machine Gun (LMG) I-MILES/IWS kits (Manworn, torso, halo, and SAT/blank adapters) -20 each M-2 HB Machine Gun (I-MILES/IWS) SAT/blank adapters -23 each Karl-Gustav (I-MILES/IWS) Anti-Tank Weapon Simulation System -23 each M113 I-MILES/IWS Combat Vehicle Detection System -6 each Umpire/Observer Controller Guns -6 each Small Arms Alignment Devices -1 each LOT of Battery Chargers for the I-MILES/IWS Kits (specify quantities if required) -1 each LOT Miles After Action Review System/After Action Review (MAARS/AAR) system (hardware and software) The cost of form/fit trips to Lithuania to integrate the weapon SAT's and vehicle kits on host vehicle (if required), reusable transit cases, and transportation cost to destination site (to include any applicable cost for licenses, insurances, etc.) should be included in the price. The number of trips, duration, and number of people required for each form/fit trip should be specified. Safety labels/decals and vehicle audio messages will be in the Lithuanian language. I-MILES/IWS displays and computer screens will be in English language. The contractor will provide English text of the safety labels and decals for translation by the Lithuanian customer. An informal 100% confidence/operational/functional test with the U.S. Government in accordance with agreed upon contractor-provided test plan and test procedure and in a controlled test environment, will be conducted at your facility and prior to Defense Contract Management Agency (DCMA) inspection and acceptance, and shipment. Hardware price should include a 14 month (which includes two months of estimated shipping time) bumper-to-bumper warranty from time of acceptance covering latent defects and workmanship, any export/import licenses fees, and cost of shipping to/from country for items covered by the warranty. 2.Operators and maintenance manuals for all I-MILES/IWS hardware specified in paragraph 1 above. - Operator and Maintenance manuals will be in the English language in contractor format. - Existing U.S. Army approved I-MILES/IWS manuals will be used, with Lithuania unique hardware discussed in an appendix added to each manual, and with country-specific information on the front page of each manual. - Informal verification and validation (V&V) will be performed for Lithuania unique documentation, in plant or in-country, as required. 3.12 months recommended high use repair/spare parts. -Spares/repair parts can be delivered in transit cases or best commercial practice containers; please specify in response. 4.Special Tools & Test Equipment (ST&TE) and Associated Support Items Of Equipment (ASIOE) for on-site maintenance support. -ST&TE and ASIOE can be delivered in transit cases or best commercial practice containers; please specify in response. 5.New Equipment Training (NET) course/Demo. -The NET will be conducted in Lithuania, in the English language, for up to 10 students. -NET materials and coursework will be created using best commercial practices, in contractor's format, and in the English language. -NET materials include student documentation / handouts, classroom instructions, and any presentation packages. A limited demonstration of the I-MILES/IWS hardware operation and use will be conducted at the conclusion of the NET, to ensure that the students understand how to use the new equipment, and can operate the systems being fielded. -Please specify number of days estimated for this in-country NET/demo. 6.Interim Contractor Support (ICS) Part-time. -This effort will include repair and maintenance of the delivered I-MILES/IWS hardware, and MILES hardware use assistance to the customer during training exercises, on a part-time basis. For this effort, a part time basis is defined as four trips, each trip being three weeks in duration, during a 12 months period beginning after the delivery of the hardware. -Please provide total estimated labor and travel with per-trip breakout. B.General Information: 1)Inspection and acceptance for 1, 2, 3, and 4 will be FOB origin (U.S.A.). 2)Inspection and acceptance for 5 (NET) will be FOB destination PEO STRI. 3)Contractor will provide any required consumables with hardware delivery in support of NET. 4)No drawings are required to be delivered. 5)This procurement is anticipated to be a Firm Fixed Price (FFP) contract. 6)Interested parties are requested to provide a technical capability statement, in addition to the pricing and availability data. The cover page should include company name, address, and points of contact including phone numbers and email addresses. Submissions shall be made using Microsoft Office applications. Submissions shall not exceed 5 pages, not including the cover page(s).
