As previously announced on fedbizopps, this solicitation coincides with the sources sought announcements and synopsis that were posted under FA8601-11-R-0069, all information including the posting of this solicitation and all subsequent documents moving forward will be posted under FA8601-12-T-0008. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53, 04 August 2011. North American Industry Classification System (NAICS) Code: 335998 Size Standard: 500 Employees The ASC/PKO Operational Contracting Division, Wright-Patterson Air Force Base, Ohio intends to award a Requirements firm-fixed price contract for Cryotech E36® potassium acetate-based liquid runway deicer and Cryotech NAAC® anhydrous sodium acetate-based solid runway deicer to include a base year and four option years with delivery occurring at Wright-Patterson Air Force Base This combined synopsis/solicitation includes the following documents: 1.) Solicitation - Cryotech Liquid Deicer and Sodium Acetate Deicer 2.) Attachment 1 - Addendum to FAR 52.212-1 - Instuctions to Offerors - Commercial Items 3.) Attachment 2 - Addendum to FAR 52.212-2 - Evaluation Criteria - Commercial Items 4.) Attachment 3 - Statement of Work - Cryotech Liquid Deicer and Sodium Acetate Solid Deicer 5.) Attachment 4 - Specifications - Liquid Runway Deicer 6.) Attachment 5 - Specifications - Solid Runway Deicer 7.) Redacted Brand Name Justification IMPORTANT NOTICE TO CONTRACTORS: All prospective awardees are required to register at the Central Contractor's Registery (CCR) and to maintain active registration during the life of the contract. CCR can be accessed at https://www.bpn.gov. Any award resulting from this solicitation will include the clause at ASC/PKO G-001 Wide Area Workflow - Receipt and Acceptance (WAWF-RA) Electronic Invoicing and Receiving Report Instructions. Wide Area Workflow- Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at http://wawf.eb.mil/. In addition to registering in WAWF-RA, the awardee must complete the electronic registration at https://orca.bpn.gov AND a completed hard copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items found in the SF 1449. For 52.212-3, complete paragraph b if ORCA records are on file; complete paragraphs c-o if ORCA records are not on file. Failure to submit all required documentation/information may result in an offeror being ineligible for award. In submitting an offer, Offerors are agreeing to the terms and conditions as written in the entire solicitation.
