- Request for Proposals for the Global Fund Technical Support 2.0 services Subject: Request for Proposals Number SOL-OAA-11-000060 Global Fund Technical Support 2.0 (GFTS 2.0) The United States Government (USG or the Government), represented by the United States Agency for International Development (USAID), is seeking proposals from qualified organizations interested in providing the services described in the attached solicitation/Request for Proposal (RFP). The procedures set forth in the Federal Acquisition Regulation (FAR) Part 15 shall apply. USAID plans to award one (1) 36-month Base Period and two (2) individual 12-month option periods (if exercised) Cost Plus Fixed Fee (CPFF) contract. The North American Industry Classification System (NAICS) code for this acquisition is 541990. The small business size standard is $7 million. The estimated value of this procurement is $100 million. Section C of this solicitation sets the activities required to be implemented. Section L of the RFP sets for the instructions for the preparation and submission of proposals and specifies the required contents of the proposals. Please submit your proposal in accordance with the requirements in Section L of this solicitation. Section M states the criteria by which proposals will be evaluated, and the award will be made. This RFP is being posted (and can be viewed and downloaded) on the Internet at World Wide Web address http://www.fedbizopps.gov. USAID bears no responsibility for data errors resulting from the transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same website. Therefore, offerors are encouraged to check the FedBizOpps website regularly. At their discretion, offerors can register and use the Interested Vendor List (IVL) on the FedBizOpps website, so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation. Pursuant to Block 12 of Standard Form 33 of this RFP, USAID requires that offers stay valid through May 31, 2012. This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government. The deadline for receipt of questions and/or requests for clarification is 11:00 AM EDT on October 24, 2011.
