- NASA/ARC intends to extend contract NNA05AC42C with Integrated Science Solutions,Inc. on a sole source basis pursuant to 10 U.S.C. 2304(c)(1), Only One ResponsibleSource. The performance period will be extended for a potential ten month period,consisting of a seven month base, and three one-month options.The principle purpose of this contract is to provide environmental suppport to NASA, AmesResearch Center. The current contract provides the following mission critical supportservices: Environmental Compliance, Pollution Prevention and Sustainability, Wildlifeand Habitat Conservation and NEPA Compliance, Site Investigation and Restoration, andEnvironmental Management Systems. The purpose of this contract extension is to assurecontinuing compliance with numerous Federal, State and Local environmental laws,regulations, and policies in carrying out NASA/ARC's mission critical programs, projectsand activities.This extension will begin November 4, 2011 and end on May 31, 2012 for the seven monthbase period, and end on August 31, 2012 if all three one-month options are exercised. The extension is in the Government's best interest to provide ongoing environmentalservices until a new contract is awarded. The current contractor, Integrated ScienceSolutions, Inc. is considered the only contractor that can meet ARC's needs given theshort period of performance for this extension. Additionally, competing the requirementfor a period of up to a ten month term would not be possible given the end date of thecurrent contract and the requirement for uninterrupted service. Awarding the potentialten month contract to another contractor at the same time the recompete is in processwould result in substantial duplication of cost to the Government that is not expected tobe recovered through competition of the extension as well as unacceptable delays infulfilling ARC's cirtical requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 p.m. PDT onOctober 18, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
