- As NATO prepares to re-compete a major communications contract for the NATO mission in Afghanistan, the NATO Consultation, Command and Control Agency (NC3A) is organizing a pre-solicitation conference in order to take industry views into account. The Pre-Solicitation Industry Conference will be held on Monday, 24 October 2011 at the NC3A premises in Brussels Belgium. During this conference, NC3A will describe its plans for the conduct of the competition, the scope and principal characteristics of the work to be done under a prospective contract, project schedule, key terms and conditions of a prospective contract, and a description of the operating environment and conditions. Communication and Information Services (CIS) to the International Security Assistance Force (ISAF) operating in Afghanistan have been provided through a combination of organic NATO resources and service provision by a contracted industrial source. These services are mission critical and form the core of the Afghanistan Mission Network. The contract for the industrial service provision is due to expire on the 31st December 2012; however, it is planned to extend this contract through end 2013 to allow transition to a new capability. It is envisaged that the continuation of these services via commercial contract will be entirely service provision based, and will run for a period of 3 to 5 years. NC3A envisages that the provider of this service provision contract will be sought through a best value open competition in accordance with NATO International Competitive Bidding (ICB) Procedures. Particiption in the conference is NOT mandatory for bidding purposes and will not prevent any firm from nomination and partication in the formal phase of competitive bidding. Attendance at the conference will require possession of a NATO SECRET personnel security clearance. Participation in the conference is limited to a maximum of two persons simultaneously per firm. Due to space restricturions, no exception to this number of attendees will be made. Nomination to the bidders list with a Declaration of Eligilibity is NOT being performed at this time.
