Description
The DLA -Aviation-VICA, Industrial Plant Equipment Division, Richmond, VA, intends to procure a FANUC S321-AT Control System to complete a Computer Numerical Control Retrofit of Six Axis Betts Shaft Lathe. DLA intends to procure the product and services as a Sole Source procurement for a specified manufacturer and part number, Other Than Full and Open Competition basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1), available from only one or a limited number of sources. P rovide as follows: FANUC S321-AT Control System to complete a Computer Numerical Control Retrofit of Six Axis Betts Shaft Lathe, Serial Number E-5551. The system is one component used in the rebuild of a propeller shaft in a submarine located at Portsmouth Naval Ship Yard, Portsmouth, NH. Associated electrical and electronic gear and software used on the machine are to be of the vendor's current production design. The initial start-up and integration of the machine shall be performed at the Defense Logistics Agency-Aviation, Industrial Plant Equipment Services Division, 5450 Carlisle Pike, Mechanicsburg, PA 17050. The machine will then be disassembled, packaged and shipped by DLA to Portsmouth Naval Shipyard Code 983, Portsmouth, NH 003804. DLA will then un-package and set up the machine. The contractor shall then be required to perform a start-up of the machine consisting of all operational functions, feeds, speeds and testing at Portsmouth, NJ. Contractor shall provide training and manuals to existing equipment. The anticipated award will be made as a firm, fixed-price contract. The requested performance is 12 weeks after receipt of order. FOB at Destination and Inspection/Acceptance at Destination. THIS IS A PRE-SOLICITATION announcement only. The official Request for Proposal (RFP) and technical data will NOT be available until the RFP is publicly posted. A copy of the solicitation will be available via the DLA internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP on or about October 31, 2011.
