- This is a Source Sought Notice for soliciting comments and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. Customer is soliciting comments and conducting market research to identify sources that have the knowledge, skills and capability to perform the work concerning the potential project describe below. The Customer has a requirement to provide professional services to develop a Program of Requirements (POR) for a Level 2 laboratory and office environment. The purpose of the POR is to determine the holistic approach of the laboratory facility that provides the best use of space. The specific requirements and solutions needs to address rationalizing employee workspaces (31,809 sf), reconfiguring and/or expanding of laboratories (15,897 sf), consolidating storage and support spaces, maximizing meeting rooms (1,693 sf) and other employee gathering areas while taking maximum advantage of the physical environment surrounding the building. The renovations will range from the reconfiguration of existing laboratories and expansion of laboratory space into currently unused office space as well as gaining efficiencies within the existing office space. The current state of the facility is configured with centralized and compartmentalized laboratories with traditional offices around the perimeter of the facility that is located in Bothell, WA. Project Description - Statement of Work for Laboratory Programming of Requirements (POR): To provide professional services to develop project requirements and programming solutions for a Level 2 laboratory and office environment. Specific requirements and solutions will need to address rationalizing employee work spaces, expanding of laboratories, consolidating storage and support spaces, maximizing meeting rooms and other employee gathering areas while taking maximum advantage of the physical environment surrounding the building. The project objectives, in order of priority, remain the same, noted below: 1) Maximize the efficiencies of the laboratories, increase production/cycle time, provide open lab concept to improve efficiencies. Enhance current training and conference room space. Possible solutions include reconfiguration of existing laboratories, expansion of existing laboratories, construction of new laboratories or some combination of these solutions taking a holistic approach to the entire facility including the infrastructure of the building to support this modification. 2) Reconfigure access and flow through the security procedures at the entry to the building to be compliant with Security Requirements. 3) Enhance training areas within the facility. Currently, training facilities are incorporated into existing laboratory spaces. The agency has a requirement to create separate training areas so the laboratories are not disrupted from production. In addition, a mock lab with the actual machinery used in the working lab will reside adjacent to the training area. I. STATEMENT OF WORK Conduct comprehensive programming (POR+) phase services to develop a final product that will be used for detailed design services. The requirements development and workplace profile shall be developed at a POR+ level of effort and detail. The general tasks will include but may not be limited to: Data Collection and Planning Obtain employee count Collect standards to be used for this process from existing sources. Collect existing information including organization Identify job titles, functional categories and number of personnel Update floor plan as needed. Provide schedule of programming process. Attend conference call with primary team members and provide meeting minutes 5 within business days in MS Word Format. Hold kickoff meeting at site. Tour the facility. Draft and Final Workplace Profile Develop questionnaire for supervisors. Conduct leader interviews to include executives and supervisory level staff. Conduct focus group session to gain an understanding of work processes and interrelationships between groups. (Microbiology, chemistry, and leadership) Evaluate office space, laboratories, furniture requirements, space standards, utilization rate standards, functional environment, work flow and data/electrical needs. Develop Draft and Final Program of Requirements Determine type, quantity and size of laboratories, office, conference rooms, training room, special places and all support space needs. Develop circulation factors and functional adjacency descriptions with bubble diagrams. Develop drawing layouts and requirements for furniture. Develop diagrams and narrative to describe flow, communications and other interaction requirements. Develop conceptual level space plan based on laboratories, workstation and space distribution guidelines to show laboratories, workstations, private offices, common areas, and circulation patterns. Provide an analysis in writing of existing infrastructure and any modernizations necessary to bring the office and laboratories space up to current standards. Provide ways in which to gain energy savings and use sustainable elements within the overall project Provide a recommendation on a preferred alternative. Conduct teleconference with each supervisor to confirm requirements. II. PERIOD OF PERFORMANCE The total project design duration is 6 months (maximum). Submission Details: All interested, capable, qualified (under NAICS code 236220) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction project of similar nature as described above. Narratives shall be no longer than 10 pages. Email responses are required. Please include the following information in your response and/or narrative: • Company name, address and point of contact with his/her phone number and email address • Business size to include any official teaming arrangements as a partnership or joint venture • Details of similar projects and state whether you were the Prime or Subcontractor • Dates of construction work • Project reference (including owner with phone number and email address) • Project cost, term and complexity of job • Information on your bonding capability - SPECIFICALLY IDENTITY SINGLE AND AGGREGATE BONDING CAPACITIES NOTE: Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence.
