- The NETCOM/9th Signal Command (Army) has a requirement for nonpersonal services for local telephone exchange services for Fort Benning, GA. The proposed contract is for a base year with four one-year options. The local exchange services provider, certified by the State of Georgia, shall provide local commercial communications service for Fort Benning, which shall include as a minimum but not limited to local access for commercial subscriber lines, digital access trunks, local exchange digital (ISDN PRI) trunks, transport channels, foreign exchange trunks and directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement must indicate in writing, whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition, a concern will be considered small under SIC code 4813 with size standard of 1500 employees - NAICS 517110. This requirement shall be a commercial, fixed price type contract. Solicitation is anticipated to be released on or about 23 Oct 2011. The solicitation can be viewed and downloaded from the Army Single Face to Industry (ASFI) Acquisition Business Website. All questions related to this notice must be addressed in writing, FAX 520-538-6701 or e-mail to scot.c.stedman.civ@mail.mil. The Government will conduct a preproposal conference and site visit on 17 November 2011 at 10:00 AM (local time) at Fort Benning, GA. See the solicitation for conference location. It is recommended that prospective offerors attend this conference. The conference will be from 10:00 - 11:00 AM (approximately) and will be followed by a site visit from 11:00 - 12:00 AM. Offerors planning to attend are required to notify the Contracting Officer listed below, in writing, of all attendees' names (not to exceed three per company) prior to 07 Nov 2011. An e-mail response to scot.c.stedman.civ@mail.mil is acceptable. Questions prior to the conference must be received before 07 Nov 2011. Questions generated as a result of the preproposal conference must be sent to scot.c.stedman.civ@mail.mil, by 22 Nov 11. Directions and security requirements will be sent to only those individuals who have confirmed their attendance with the Contracting Officer.
