- SCOPE OF WORK REVISED Project 554-11-805 Building 19 Renovation A.Scope of Work: Contractor shall supply all tools, labor, material, equipment and supervision required to abate asbestos in the overhead pipe insulation for Rooms 204, 206, 206A, 207 and the C2-1 hallway contiguous with these rooms, to abate asbestos in the mastic on flooring tiles for Rooms 206, 206A, 207; and contractor to assume the hallway floor mastic to be abated but shall test the C2-1 hallway to verify and abate accordingly, of Building 19, and minor renovation of room 204, at the Denver VA Medical Center. Additional work will include electrical, phone and data drop installation for room 204, replace VCT and baseboards of floors where abatement occurred, and replace pipe insulation. The project intent is to abate asbestos; improve the electrical, phone and data outlets in room 204, for aesthetics, safety and functionality. Contractor shall follow all VA policy, drawings, infection control requirements, and specifications to complete the work per contract documents. Contractor must have experience working in an occupied medical center environment. Hours of work will be Monday through Friday, from 730a to 4p. If alternate hours are desired by the contractor, Contractor and COTR to agree on work schedule prior to commencement of work. B. Work to be included by Vendor: 1)ASBESTOS ABATEMENT a)Contractor shall follow all Colorado Department of Public Health and Environment (CDPHE), OSHA and EPA regulations before, during and after asbestos cleanup activities. All contractors involved with the clean up and those who enter the work area must be a Colorado certified asbestos abatement worker. b)Prior to commencement of work, a containment must be erected following CDPHE and Federal criteria to include proper decontamination units, negative air, monometer and proper signage. In addition to asbestos requirements there may be additional Infection control measures included if VA Infection Control Officers deem necessary. c)Negative pressure utilizing HEPA exhaust air movers will be exhausted to the outside via windows. d)Once the work area is under negative pressure and all containment requirements are met, a pre-commencement visual inspection must be conducted by the VA. e)Contractor must remove all pipe insulation on pipes in the ceiling of the referenced rooms and hallway. The contractor will notify the VA industrial hygienist when materials can not be identified as waste to be removed. No wall demolition will be expected if pipe insulation is in the wall chase. Contractor will remove as much insulation as possible without concern of spilling insulation into and down the wall chase. No asbestos must be left damaged behind walls or in wall penetrations. If asbestos is found between the wall and it is determined to be damaged and/or debris the locations will be recorded and notification must be made to the VA Industrial Hygienist. Contractor must remove floor tiles and cove base and abate the floor mastic. f)Following a thorough cleaning using wet methods (soap and water) utilizing rags, squeegees, wet mops etc. the area will be HEPA vacuumed to ensure all remaining asbestos dust and debris are removed. Areas of electrical concern such as raceways, panels and other electrical controls will be HEPA vacuumed only to avoid potential electric shock. g)At the end of each work shift all materials that are bagged and ready for disposal must be removed from the work area to an outside staging area. Staging area will be identified at the beginning of work. h)All waste collected will be properly labeled and disposed of in an asbestos approved landfill and a copy of the signed manifest will be sent to the VA COTR. i)Following a thorough cleaning, the VA industrial hygienist and the VA contracted 3rd party asbestos air monitoring firm will conduct a final visual inspection, as well as air sampling. j)Following completion of work and acceptable results of air sampling, installation of new materials can occur. k)If unfavorable air samples are identified, the work area will be re-cleaned following the above scope of work. l)All contractors and entrants to the asbestos abatement contained area must use proper personal protective equipment required for asbestos abatement and cleanup procedures. m)Provide proper work area signage and asbestos warning signs which provides all entrants knowledge of the work hazards within the area. n)After the work has been accepted, the critical barriers and all other containment materials will be removed. 2)RENOVATION of the areas a)Replace pipe insulation removed in asbestos abatement, 6" R-38 insulation to cover all ductwork and piping. b)Replace VCT and base boards removed in asbestos abatement, flooring tiles for Rooms 206, 206A, 207 and the C2-1 hallway contiguous with these rooms. Minor paint touchups as needed. c)Install additional Electrical outlets/ room 204 d)Install additional Phone outlets/ room 204 (VA to provide additional cabling) e)Install additional Data drops/ room 204 (VA to provide additional cabling) 3)Infection Control (during renovation only): a)Plastic barriers with zip doors will need to be installed on either side of the door, in room to be worked, prior to any work beginning. b)Plastic barriers will need to be installed at all critical openings (windows, air supply and return) within each room. c)Negative air and walk off mats will also be required. d)Infection Control personnel will need to sign off on all barriers and grant approval prior to the start of work. e)Follow specifications for additional IC requirements.
