Description
The Department of Treasury, Office of the Procurement Executive (OPE) is issuing a Request for Information (RFI) to aid in conducting market research related to our requirement mentioned below. We hope to better understand potential offerors' interest and capabilities. We are also interested in hearing your ideas, recommendations and advice that might help us with the design and/or requirements for our future Request for Proposals. The Office of the Procurement Executive (OPE) is requesting information from firms with federal government experience in benchmarking to support Treasury's Strategic Sourcing Program. OPE analyzed Treasury's spending and divided it into nine categories. These categories are Manufacturing; IT Hardware, Software & Support Services; Telecom & Communications; Professional Support; Facilities & Construction; Office Management and Misc. Products; Logistics, Operations and Packaging; Security; Industrial Products & Services. In each of these categories Treasury has undertaken a preliminary spend analysis, dividing the sub-categories. For example IT Hardware, Software & Support Services, is further divided into IT Peripherals, Custom Software, Commercial Software, IT Maintenance, Servers and Mainframes. Additionally, over ten initiatives to improve savings and efficiency are identified, including vendor management, data center consolidation, subscriptions, wireless, delivery services and copiers. Under each category Treasury is looking to fund savings and efficiencies. OPE anticipates two types of services: 1) An analysis (best practice price benchmarking, market analysis, and spend analysis) on one of the sectors or on a possible initiative as is determined by Treasury staff. The objective of this requirement is to determine if there is sufficient information to provide information on the possible savings or efficiency initiative as well as provide additional scoping of that initiative in terms of costs, benefits and analysis specific to the needs of the Treasury. 2) An analysis of a category. Rather than providing the specific area within the category where Treasury believes savings could be directed, the proposed contractor is expected to fully analyze the spending category using market analysis, price benchmarking and spend analysis to determine if there are any possible areas for further savings and efficiencies, excluding areas where Treasury has indicated that its analysis is sufficient. The proposed contractor will be expected to provide the information to Treasury in the form of a report and PowerPoint presentation. All data and methods used to undertake the analysis and decisions should be made available to the Treasury as part of the package. OPE plans to meet one-on-one with respondents who provide a thoughtful, detailed response to this RFI for a more in-depth discussion. One-on-one discussion with selected firms providing information by the due date will be scheduled within 30 days after the due date. Firms are invited to submit documentation to respond to this RFI, including literature, brochures, and references. Such documentation should serve as proof that you possess the required capabilities for delivering the outcomes outlined. However, r espondents who simply provide a copy of brochures or other marketing information will likely not be asked to meet with OPE. Any information you submit in response to this RFI is voluntary. The information gathered from this RFI will be used to improve and enhance OPE's understanding of the industry's current and future capabilities and practices and will potentially help us craft an RFP. Please note that the Department of Treasury often receives requests under the Freedom of Information Act to publicly disclose information it receives from industry. If you consider anything you provide us to be confidential, proprietary or otherwise protected from public disclosure, you must clearly identify and mark it as such. This is a Request for Information (RFI) and not a Request for Proposals (RFP). Proposals are not requested at this time and will not be considered. A determination by the Government on how, or if, to proceed with this requirement, will be based in part upon responses to this RFI. Such determination is solely within the discretion of the Government and based on its needs and requirements. You do not have to respond to this RFI in order to respond to any RFP. The OPE appreciates any and all information received.
