- Draft Statement of Work Cover Letter The REPLACE program is contemplated as a five-year period of performance designed to address natural resource management issues in support of key U.S. Government (USG) strategic objectives, including but not limited to: biodiversity conservation and natural resource management, climate change adaptation and mitigation, conflict prevention and mitigations and enhanced food security. This program will focus on approaches to landscape and seascape management to build resilient and productive communities while conserving the natural resource base, maintaining vital ecosystem goods and services and, where needed, assisting in the regeneration of degraded natural assets. The REPLACE IQC will be a broad, multi-faceted field support mechanism that aims to enhance livelihoods and economic options through sound resource use, improve resource governance, reduce conflicts and enhance social capital and environmental stewardship. The REPLACE IQC may have a shared ceiling of up to $700,000,000. REPLACE may have up to five awards of which it is anticipated that three will be awarded to qualifying small businesses (S/B). USAID is very interested attracting non-traditional implementing partners to participate in this IQC. Because of the technical diversity of the SOW, USAID anticipates that both Large and Small business awards will be consortia composed of private sector firms, Non-Governmental Organizations (NGOs), Academic or Research Institutions, and Small Business Interests. After award of the IQCs, REPLACE will require that all RFTOPs for $1,000,000 or less be set-aside for qualified S/B.
