Description
NOTE: This is a SOURCES SOUGHT Inquiry for the purpose of obtaining market research only. Proposals are being requested nor accepted under this synopsis. The U.S. Army Corps of Engineers, Fort Worth District, will use information obtained under this synopsis to develop an acquisition strategy to meet a needs of the U.S Army for an Operational Readiness Training Complex at Fort Hood, TX, SATOC C-type contract, Two Phase design build. The intent of this synopsis is to access industry's of large and small business size for interest in performing construction work for the following buildings for the design and construction of: one (1) standard design Transient Training Battalion Headquarters, one (1) transient Non-Commissioned Officers and one (1) Officers Quarters, transient Barracks; with building information systems, fire protection and alarm systems, and energy monitoring and control systems (EMCS) connection. Sustainable design and development and Energy Policy Act of 2005 features shall be included. Supporting facilities include site infrastructure upgrade, utilities and connections, lighting, paving, parking, walks, storm drainage, landscaping, and signage. The site infrastructure work included in this project consists of constructing new primary infrastructure utility systems to support the new ORTC facilities utility requirements, construct new POV parking lots, fire & emergency access lanes, roads, sidewalks, and landscaping. The work includes the construction of new water distribution mains including a new 250,000 gallon elevated water tower, sewer mains, gas distribution mains, and electrical/communication ductbanks. There will be demolition and relocation of portions of the existing utility systems to clear the sites for the new facility, utility, & infrastructure construction. Heating will be provided by self contained system. Estimated air conditioning is 778 tons. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards shall be provided. Comprehensive building and furnishings related interior design services are required. The anticipated North American Industry Classification System (NAICS) codes for this program is 236220, Commercial and Institutional Building Construction with a corresponding Standard Industrial Code (SIC) of 1542. Magnitude of Project ($25,000,000 to $100,000,000. The anticipated solicitation issuance date is on or about October 24, 2011 and the estimated proposal due date will be on or about November 25, 2011. Award is anticipated in April, 2012. Construction duration is limited to 720 calendar days. The proposed construction project will be a Firm Fixed Price contract. The solicitation will be a TWO PHASE design build Request for Proposal with the contract awarded based on a "Best Value" evaluation of contractor qualifications and prices. Offeror's response to this Synopsis shall be limited to 5 pages and shall include the following information: (1)Company Name, Address, City, State and Zip. Point of Contact, Telephone and Fax Numbers, Email, DUNS and Bradstreet Number, Cage Code, Federal Tax Identification Number and include the Small Business Administration (SBA) District Office. (2)Provide a narrative to describe your firms recent and relative construction experience and past performance delivering similar requirements; recent and past construction work in the area state; recent and relevant experience with federal government work preferred as described above to meet the Air Force Program needs. (3)Provide a narrative to identify which SBA identified regions(s) your firm is located and interested in providing the required construction services. Include in your narrative the maximum contract amounts your firm is capable of providing and whether or not your firm can provide the anticipated minimum bonding capacity of $25, million. (4)Provide a listing of sub-contractors and their size. (5)Provide a listing of your network suppliers/ subcontractors that you anticipate using to meet the above Army Program needs. (6)Provide a narrative to describe any industry concern/ constraints regarding the ability to execute the Army Program requirements at Ft Hood, Texas (7)Provide information as stated above if this would be a joint-venture for any or all firms involved. (8) Offeror's Business Size (9) Letter of Bonding Capability from Surety for Construction bonding level per contract and aggregate construction bonding level, both expressed in dollars. All responses received under this sources sought synopsis will be considered. Responses to this synopsis is limited to the above nine elements. No additional information shall be submitted.
