Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of 10 U.S.C. 2304(c)(1) and regulatory authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG), 21005 has a requirement to procure AN/ALQ-212 (v) 5 Advanced Threat Infrared Countermeasure (ATIRCM) CH-47 A-Kits and B-Kit Line Replaceable Units (LRUs) in support of a Quick Reaction Capability (QRC) Program. The Government anticipates an estimated $68 Million, one (1) year Firm-Fixed-Price Indefinite Delivery Indefinite Quantity contract. The Government announces its intent to issue a contract to BAE Systems, 65 Spit Brook Road, Nashua, New Hampshire 03060-6909, the designer/developer of the system. Award of this contract is anticipated to be issued during 2nd quarter of Fiscal Year 2012. Specifications of performance, delivery and location will be provided on a Delivery Order basis, however all ship to addresses will be to a Continental United States (CONUS) address. All parties interested in doing business with Army Contracting Command - Aberdeen Proving Ground (ACC - APG) are invited to access the Army Single Face to Industry (ASFI) at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm. Upon accessing this web page, look for the tab titled "ASFI for Industry". Under the "ASFI for Industry" tab you will be able to: check for business opportunities by clicking on the Contract Opportunities Search link, receive notifications by clicking on the Vendor Notification Service link. To submit a response the Vendor must provide the CAGE Code and Marketing Partner Identification Number (MPIN). Your company must be registered and current in the Central Contractor Register (CCR) in order to submit bids/proposals on ASFI. Please be advised that hard copies of the solicitation will not be made available. You must download solicitation documents from the ASFI. Instructions on how to use ASFI to include; receiving notification, submitting and uploading bids or proposals, formatting and system requirements are provided at https://acquisition.army.mil/asfi?ASFI_FAQ.cfm. For Technical ASFI assistance please e-mail help desk at ASFI@conus.army.mil. This synopsis is provided for informational purposes and is not to be considered a request for proposal (RFP). However, all responsible sources may submit a proposal, which shall be considered by the agency when the RFP is posted. Solicitation Number W15P7T-11-R-S401 is assigned for reference purposes. The United States Army Contracting Command - Aberdeen Proving Ground (ACC-APG) has established the Federal Business Opportunities (FEDBIZOPPS) website as part of the Army's Single Face to Industry, to allow electronic posting of Solicitation Request for Proposals (RFP), Request for Quotations (RFQ), and Invitation for Bids (IFB) from Industry. All parties interested in doing business with The United States Army Contracting Command, are invited to access, operate, send and receive information from the FEDBIZOPPS at https://www.fbo.gov/.
