COMBINED SYNOPSIS/SOLICITATION (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. (ii)Solicitation document W91247-12-T-A001 is issued as a Request for Quote (RFQ) to provide 30 Dari cultural advisors on Fort Bragg, North Carolina. The contractor will be responsible for providing qualified personnel, services and supplies, not otherwise provided by the Government. The contractor is responsible for providing qualified personnel to serve in the capacity of Dari cultural advisors. (iii)This Solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-53 Effective 05 July 2011. (iv)This requirement is a total small business set-aside. This will be a Firm-Fixed price contract. Quotes are solicited from small business concerns. Quotes received from other than small business concerns will be rejected. The North American Industry Classification System (NAICS) code for this requirement is 611699 "All Other Miscellaneous Schools and Instruction" size standard is $7M. Reporting period will be the period of performance not to exceed 12 months ending September 29 of each government fiscal year and must be reported by 31 October of each calendar year. Data must be accurately and completely entered into the CMR database during the data gathering period each year or part of each year, for which the contract is in force. In accordance with the attached Performance Work Statement Section 10. FOB: Destination NET AMT$_____________ (v)A detailed Performance Work Statement is provided below. PERFORMANCE WORK STATEMENT 1.SCOPE OF WORK: The Contractor shall provide 30 Dari language speakers knowledgeable on Afghan culture and societal norms with 12 Dari language speakers acting as interpreters to assist unit collective training for 1st Brigade Combat Team, 82D Airborne Division. Language speakers will interact primarily with Company Commanders and Field Grade officers during 1 BCT's Field Training Exercise (FTX). This training will also provide 1 BCT leaders trained in Dari through the AF/PAK Language Program an opportunity to apply their training in a collective environment. 2.BACKGROUND: 1 BCT is responsible for training and deploying Soldiers in support of a contingency operation, Operation Enduring Freedom (OEF). Mission success will rely on our leaders' abilities to interact effectively with prominent local leaders, public servants, and political figures in the Counter-Insurgency arena. Dari Language Cultural Advisors will afford 1 BCT leadership the opportunity to experience optimized training through tough and realistic scenarios focused on Counter-Insurgency Operations. a.Specifically, the Government requests that the contractor provides individuals that will act as Dari Language Speakers, Cultural Advisors, Civilians on the Battlefield, Interpreters, and support to Opposition Force on Situational Training Exercise (STX) lanes for Soldiers deploying for a contingency operation into theater from Fort Bragg, NC. b.Cultural Advisors, Dari Language Speakers, and Interpreters provide an essential training experience to Soldiers preparing for combat in varying conditions. Conditions may vary from coordinating an opportunity to meet with local leaders to occupying a vehicle or personnel entry control point, interfacing with an indigenous informant or walk-in, communicating properly with local political, police or religious leaders to develop situational awareness and atmospherics, or directing both combatants and non-combatants during offensive operations. c.Dari Language Speakers enable newly trained Soldiers to apply language skills in a tactical environment, and Interpreters provide leaders an opportunity to negotiate interpreter based challenges in training. 3.PERSONNEL: a.The Government requests contract personnel to support training at Fort Bragg, NC for the following periods: 17 OCT-21 OCT, 24 OCT-30 OCT, and 01 NOV. Training will be conducted at four (4) separate sites on Fort Bragg, and there will be eight (8) cultural advisors assigned to two (2) sites (six (6) cultural advisors will be assigned to day shift with two (2) assigned to a night shift). There will be seven (7) cultural advisors assigned to the other two (2) sites (five (5) cultural advisors will be assigned to day shift with two (2) assigned to a night shift). Cultural advisors may be shifted to different training sites or time slots based on training requirements. The 12 Dari Language Speakers assigned as interpreters will work approximately 12 hour shifts. The timeline will be determined by the supported unit based on the training scenario. The last day of training on 01 November will be dedicated to Key Leader Engagement Training to unit leadership. Location and times for this one day training will be dictated at the beginning of the exercise on 17 October. b.For OEF contingency operation, the required language for Foreign Language Speakers will be native Dari. c.The Contractor will plan for one (1) five (5) day work-week, one (1) seven (7) day work-week, and one (1) one (1) day work week and a twelve (12) hour work-day, which does not include travel time to or from the training site. d.Cultural Advisors will act as personnel encountered in the Area of Operations and Interpreters performing scripted and unscripted activities in support of training requirements in accordance with the 1 BCT provided work schedules. e.Description of Cultural Advisor Requirements: i.Provide the number of Cultural Advisors and Interpreters listed in 3.a. above. Cultural advisors will replicate personnel encountered throughout the Area of Operations who interact with training units in accordance with role description and Master Event Lists developed by the Contractor in accordance with guidance 1 BCT S2 and/or POC CPT Wall. ii.1 BCT will provide Cultural advisor employment schedules IAW training requirements. The Contractor will provide all necessary support for Cultural advisors to perform IAW script/training scenario support requirements. iii.Contractor will conduct pre-employment drug screening (non-DOT urinalysis testing) and background screening necessary to meet all federal, state, and local requirements. Contractor will ensure that no Cultural advisor, to whom weapons are issued, has ever been convicted of a crime of domestic violence and, therefore, restricted by the Lautenberg Amendment from possessing a firearm. Unless federal, state, or local requirements dictate otherwise, both non-DOT urinalysis testing and background screening will not have to be repeated for the same Cultural advisor within six (6) months of the last testing/screening. Contractor will provide proof of pre-employment drug screening (non-DOT urinalysis testing) and background screening. iv.None of the positions for this requirement meet the standard for independent Contractor therefore; every Cultural advisor must be an employee. v. Wage determination applies to this solicitation and any subsequent award in accordance with the following clauses: 52.222-41 Service Contract Act Of 1965, The US Department of Labor Wage Determination 2005-2393, Rev 12 dated 6/17/2011 is applicable to this procurement. A copy of the wage determination may be downloaded from: http://www.wdol.gov; 52.222-42 Statement of Equivalent rates for Federal Hire, **THIS IS FOR INFORMATIONAL PURPOSES ONLY** Code; 1712, Title; Training Instruction, Grade; GS-09 step 1, Rate per Hour; $23.43. f.Cultural Advisor Management Organization: i.Contractor will provide approximately eight (8) hours of Cultural advisor management pre-execution coordination with 1 BCT and/or POC at a place to be determined (TBD) which will be conducted at the beginning of the exercise on 17October. ii.Contractor will establish a Cultural advisor Management Organization, consisting of the following positions with responsibility for the critical tasks outlined below: 1.Cultural advisor Manager: a.Overall responsibility for Cultural advisor operations in coordination with guidance provided by the Government COR/COTR and Contractor's project manager. b.Supervises subordinate members of the Cultural advisor Management Organization. c.Maintains accountability of all Cultural advisor equipment, to include receipt, storage, security, issue, inventory and turn-in of all Government furnished and Contractor procured items. d.Coordinates changes (injected events) based on rotational unit actions and O/C input at After Action Reviews (AAR) and/or synchronization meetings scheduled 72/48/36 hours out. e.Integrates and controls all Contractor Cultural advisors. f.Develops POI for Cultural advisors to include classes on Training Rules of Engagement, Safety Briefings, Communications, and Basic First Aid. g.Daily routine activities include disposing of Cultural advisor trash, guarding and securing Government supplies, equipment, providing laundry services for costumes and related services to support operations throughout the training sites as directed, and supervision of attire, equipment, and props required. Contractor will instruct all new Cultural advisors prior to performing their duties and track the training classes received by each person. h.Assigns individuals to fill training needs dictated by Master Events List. i.Receives "restriction calendars" from each Cultural advisor which indicate when that Cultural advisor will not be able to work. j.Serves as a Timekeeper as required. k.Receives input from Cultural advisor Team Leaders. l.Tracks actual hours worked by each Cultural advisor. m.Monitors each Cultural advisor's scheduled hours. n.Ensures that all Cultural advisors that travel in military vehicles have the requisite safety equipment. o.Works with POC, 1 BCT to understand intent to best utilize additional military personnel on the objectives. These personnel are under the direction and supervision of the POC, 1 BCT. 2.Cultural advisor Team Leaders: a.Implement training plans and work schedules developed by the Cultural advisor Manager and the Government. b.Supervise Cultural advisors' activities, ensuring that they are properly dressed and equipped and constantly in character. c.Maintain accountability of Cultural advisors and report hours worked. d.Coordinate with 1 BCT STX Lane OICs to ensure Cultural advisors meet training requirements. 4.GOVERNMENT PROVIDED SERVICES AND EQUIPMENT: a.The Government will provide each STX lane/training site with the following facilities: i.Appropriate number of portable chemical toilets. ii.Potable water. iii.Public Address system (bullhorns) iv.Parking area for appropriate military/commercial vehicles 5.ATMOSPHERIC PROPS: Contractor will provide sufficient "theatrical props" to stage village markets and provide character to the training sites. Contractor will provide sufficient culturally specific costumes (Pakols or Lungee, Kurta/Chapan Shirts, Payraan Tumbaans/Kamiz Shalwars or Dishadasha, Chadors or Hijabs, Shami dresses or Friba or Habiba Kandahari Afghan dresses) to outfit Cultural advisors. 6.SAFETY: a.Contractor will develop and submit a Safety Plan that fully complies with the provisions of the Army, Fort Bragg and OSHA regulations and directives and will resubmit it for government review upon contract award. The Safety Plan must delineate the processes and procedures to be used to prevent accidents and preserve the life and health of our employees and government personnel. The Safety Plan must also address Accident Reporting, Safety Training, Training Rules of Engagement, Safety Briefings, Communications, Basic First Aid, and Fire Prevention. The Safety Plan must include the following provisions: i.Reporting employee accidents and injuries to the Management Staff, DOL Safety Manager, and other Government designees in accordance with AR 385-1, FB Reg 385-10, FB Reg 385-11, DA Pam 385-40, 29 CFR, Part 1910, and Workmen's Compensation requirements. ii.Maintaining reports and records on accidents, safety inspections, and investigations. iii.Contractor's hazards assessment. iv.Contractor's safety training program for contracted personnel. v.Procedures and practices to minimize accident risk. b.Safety Training: Contractor will develop and submit their training program as part of their Safety Plan. The contractor's training program will be based on OSHA, U.S. Army regulations, pamphlets and directives as well as on the hazards assessment. Tier 3 training, which is job-specific safety training that includes, but is not limited to, the following topics: i.Vehicle Operations: 1.DOD/ Fort Bragg policy on the use of cell phones, hands-free devices and the wearing of any other portable headphones, earphones, or other listening devices (except for hands-free cellular phones) while operating a motor vehicle on the installation. 2.Safe work practices. 3.Proper use, care, and maintenance of tools and equipment. 4.Known hazards in work areas. 5.Proper use, care, and maintenance of Personal Protective Equipment (PPE). 6.HAZMAT storage, shipping, and handling. 7.AR 385-10, The Army Safety Program 8.AR 385-40, Accident Reporting and Records 9.AR 385-55, Prevention of Motor Vehicle Accidents 10.AR385-63, Range Safety 11.AR 385-64, U.S. Army Explosives Safety Program 12.DA Pam 385-8, Safety Back Injury Prevention 13.DA Pam 385-64, Ammunition and Explosives Safety Standards 14.Fort Bragg Installation Range Regulation 350-6 7.QUALITY CONTROL: The Contractor will develop and submit a Quality Control Plan (QCP). The QCP will establish the baseline for measuring and attaining quality of performance encompassing all areas of this contract. A key and basic tenant of the QCP is that the Contractor will provide continuous quality improvement. The Contractor's QCP will emphasize deficiency prevention over deficiency detection and will meet the standards of ISO 9000-2000. 8.TRANSPORTATION: a.The Contractor shall resource, coordinate, and manage all transportation requirements, fuel, maintenance, and recovery services for Cultural advisors from contractor provided off-site rally point location to the training sites at Fort Bragg, NC. b.The Contractor will fully comply with the vehicle registration requirements regarding Commercial, Contractor-owned and Contractor employee privately owned vehicles (POVs) as set forth in Fort Bragg Regulation 190-5. Any questions regarding the regulation can be directed to (910)-432-8193. The Contractor will also fully comply with the policies of the Range Safety Officer with regard to the use of POVs and Commercial vehicles on Fort Bragg ranges and adjacent training areas. Commercial, Contractor vehicles and Contractor employee POVs will be searched if the appropriate passes/decals are not displayed when pass through Fort Bragg Access Control Points (ACPs) for access to the cantonment area. All vehicles, including those with passes/decals, are subject to random search at any time. The Fort Bragg Regulation 190-5 is available for download at the following website: http://www.bragg.army.mil/Directorates/Provost-Marshal/FB-Regulations-(PMO).aspx 9.COMMUNICATION: The Contractor will provide cell phones/line-of-sight radios to maintain communication with the STX OIC/1 BCT POC as well as between and among training sites. 10.CONTRACTOR MANPOWER REPORTING: Accounting for Contract Services/Contractor Manpower Reporting. a.The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor will report all contractor manpower (including sub-contractor manpower) required for performance of this contract. The contractor is required to completely fill in all information in the format using the following web address: https://cmra.army.mil/ The required information includes: i.Contracting Office, Contracting Officer, Contracting Officer's Technical Representative. ii.Contract number, including task and delivery order number. iii.Beginning and ending dates covered by reporting period. iv.Contractor name, address, phone number, e-mail address, identity of contractor employee entering data. v.Estimated direct labor hours (including sub-Contractor). vi.Estimated direct labor dollars paid this reporting period (including sub-Contractor). vii.Total payments (including sub-Contractor). viii.Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-contractor if different). ix.Estimated data collection cost. x.Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purpose of reporting this information). xi.Locations where the Contractor and sub-Contractor perform the work (specified by zip code in the United States and nearest city using standardized nomenclature provided on the website). b.Reporting period will be the period of performance not to exceed 12 months ending September 30th of each government fiscal year and must be reported by October 31st of each calendar year. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns with AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the General Accounting Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103. (End of Provision) (vxxv) Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS: resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other determining factors. The following factors shall be used to evaluate offers: (a) Technical Solution - Please provide the contractors technical solution showing how you intend on executing the contract. (b)Resumes - Please provide the resumes of your current employees who you intend to utilize for this contract. (c)Past Performance - Please provide three past performance references. Technical Solution and Resumes are weighed significantly greater than Past Performance. The Government will award a Firm Fixed Price contract to the contractor whose technical solution and resumes are considered technically acceptable and has the lowest proposed price. (vxxvi) Questions shall be submitted by Monday, October 10, 1100 PM EST. Submission of quotes shall be forwarded by Wednesday October 12 2011, 11:00 PM EST.
