- ASC/PKOBB at Wright-Patterson AFB, Ohio contemplates issuing competitive solicitation FA8601-12-R-0117 to result in the award of a Firm Fixed Price (FFP), Requirements contract. This anticipated solicitation will be to procure Laboratory Technician Services for the Advanced Navigation Technology (ANT) Center to be performed at Wright-Patterson Air Force Base. The contractor shall provide all necessary non-personal labor and services to complete tasks specified in support of the ANT Center workload. These tasks include providing buildup and flight support for ANT Center unmanned aerial vehicles (UAVs) and detecting and eliminating failures within the hardware and software systems in the ANT Center, including, but not limited to: performing diagnostics and on-line testing of system components; perform diagnostics on the hardware, software and all interfaces with navigation, GPS and controls systems, perform diagnostics on all of the subsystems, including components and their interfaces. All of the components of the systems shall be adjusted or recalibrated whenever the diagnostics indicate such need. Work shall comply with Government and local laws, regulations, and instructions. Award will be made to the offeror whose offer represents the best value to the Government price and other factors considered. The contemplated contract is to have a base period, with the amount of time for this base period to be detetermined, along with four one-year option periods. The solicitation is expected to be released on or about 15 November 2011. This acquisition will be a small-business set-aside. The North American Industry Classification System (NAICS) for this acquisition is 811219. The size standard is $19,000,000. The Department of Defense has determined the Central Contractor Registration (CCR) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in CCR prior to award. The solicitation and all related documents will be available at http://www.fbo.gov. Marks Jr. has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the Contracting Officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process.
