Description
NASA/JSC has a requirement for S1034E Helmet Shells, P/N GN40902G-01, for use insupporting high altitude flight operations by the WB-57 Project Office. NASA/JSC intends to purchase the items from David Clark Company Inc (DCCI). DCCI has theproprietary and patent rights for this helmet assembly and its components used in theS1034 protective ensemble. DCCI is also the sole provider of this life support and crewprotective equipment for all high altitude flight applications executed by theGovernment, whether NASA or DOD. Therefore, NASA/JSC intends to initiate a sole sourceprocurement for the units with DCCI. Statutory authority for proceeding with thisacquisition under Other Than Full and Open Competition is 10 U.S.C. 2304(c) (1) (asimplemented by FAR 6.302-1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon October 12, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
