The Government will not reimburse any respondent for any costs associated with information submitted in response to this RFI. THE OBJECTIVE OF THIS RFI IS TO PROMOTE COLLABORATION WITH THE VENDOR COMMUNITY AND ALLOW THE OPPORTUNITY TO COMMENT ON THE DRAFT TABLET REQUIREMENTS. Please provide comments to proposed requirements. As this project advances the RFI may be revised. BACKGROUND: The General Services Administration's (GSA) Federal Acquisition Service (FAS) Global Supply Program has historically marketed and stocked basic computer supplies and accessories to federal customers, through the GSA Depot Distribution Centers and also offered these products through its Direct Delivery (DD) program. In 2002, a plan was developed to substantially expand the Global Supply Program Business Line's product offering by creating a relationship between various Schedules vendors and the Supply Business Line through the use of Blanket Purchase Agreements (BPA) against the vendors' existing Multiple Award Schedules (MAS) contracts. The plan was called Expanded Direct Delivery (EDD). SCOPE: The EDD Computer BPA will be broken down into the following categories: (1) Laptops, (2) Netbooks, (3) Tablets, (4) Desktops, (5) All-in-one Desktops, and (6) Specialty Computers such as rugged computers for military purposes. The intent of this BPA is not to include any other IT products such as peripherals, but to focus solely on a dominating presence in computers. This RFI is being issued to survey industry on the types of Computers listed above that are available on the commercial market that are: (1) TAA compliant, (2) FIPS 140-2 certified, and (3) meet the federal government's security requirements. The end result of this RFI is to issue a BPA that will meet the three requirements listed above and provide federal agencies a contracting vehicle to purchase a variety of computers at competitive prices. INTENDED ACQUISITION METHOD: This acquisition is currently intended as the establishment of a Blanket Purchase Agreement (BPA) against Multiple Award Schedule 70, titled General Purpose Commercial Information Technology Equipment, Software, and Services. All Contractors under SIN 132-8 Purchase of New Equipment will receive direct notification of this requirement. INTENDED ACQUISITION PERIOD: A base period and four option period(s) for a total potential term of 5 years. The anticipated duration of the requirement is anticipated to exceed the base period. MANDATES 1. Vendor has an existing Schedule 70 contract(s) 2. All Items must be TAA Compliant REQUEST GSA respectfully offers the opportunity for industry to provide input in response to this RFI and collaborate with the government as it continues to draft potential business requirements. Please provide a response to the following questions, in addition to any other relevant feedback: 1. Based on your knowledge of the requirements of federal agencies, what are the minimum salient characteristics that would be available on Schedule and required by a federal customer for each of the following categories? If you feel these categories should be changed, please specify. a) Laptops b) Netbooks c) Tablets d) Desktops e) All-In One Desktops f) Ruggedized Computers 2. The government has identified ruggedized computers as specialty computers. Can you propose any other computer's that would also fall into this category? 3. The government wants to attract offerors that can provide both deep discounts and legitimate product breadth. Provide any recommendations on how to develop a solicitation to achieve both? 4. What are the top two selling computers your company currently sells to the federal government in each of the categories (laptops, netbooks, tablets, desktops, all-in-one desktops, specialty computers)? Also, identify whether or not each of these top selling products are TAA compliant, and further whether you sell the product on schedule or not. 5. The government intends to propose a delivery within 5 days ARO 6. Explain your company experience with Supply Chain Management capabilities 7. Explain your company experience with Interfacing with GSA systems through the vendor supplier network. Device Recycling and Disposal - Explain how you would propose device (tablet) recycling and disposal process, including answering the following: a) If you currently offer a recycling and disposal process to customers, including Federal, State, or Local government agencies, describe the process. b) Have all facilities in your recycling and disposal process been certified to safely recycle and manage electronics? If so, what certification standards do they use? c) Do you follow any guidelines, including NIST SP800-88 Guidelines for Media Sanitization, to ensure safety of customer data? d) Will you accept devices from other contractors or carriers? If yes, please provide the names of the products/manufactures you accept. e) What is the preferred method to return the devices? Will you pay shipping costs for devices returned or will the cost of shipping be included/built in the price of the item. f) What effect, if any, does this process have on pricing? Will you pay for these devices, or will you charge a fee? Explain how you determine your pricing structure by device type.
