- Description
- The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to award a cost plus award fee contract modification to Northrop Grumman Systems Corporation - Aerospace Systems, Bethpage, NY, for a maintenance concept change from contractor logistics support to organic military maintenance on the Broad Area Maritime Surveillance (BAMS) Unmanned Aircraft System (UAS) under existing contract N00019-08-C-0023, on an other than full and open competition basis. This action will allow for a mandated transition to occur within a logistics maintenance concept as well as to provide for design and implementation of a Logistics Management System (LMS) and revised Reliability Centered Maintenance (RCM) and Diminishing Manufacturing Sources and Material Shortages (DMSMS) concepts. The proposed contract action is for maintenance and logistics work for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGCAS is the sole designer, developer, and integrator of the BAMS UAS. Accordingly, NGCAS is the only contractor with the requisite personnel, technical knowledge, and expertise to provide a maintenance concept change, design and implement a LMS, and revise the RCM and DMSMS strategies within the program's cost, schedule, and capability requirements that will allow for operational evaluation (OPEVAL) and initial operational capability (IOC) during calendar year 2015. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
