Description
The Department of Veterans Affairs, Network Contract Activity (NCA) 11, VA Illiana Health Care System, Danville, Illinois is seeking sources from interested Service Disabled Veteran-Owned Small Business (SDVOSB). THIS IS NOT A SOLICITATION. NAICS Code 238210, size standard $14.0 applies. The contractor shall provide all tools, equipment, material, labor, and supervision necessary to replace a Primary Switchgear building, Project # 550-10-105. The firm will be responsible for providing the following scope of work: A.GENERAL INFORMATION 1. Title of Project: 550-10-105, "Remove and Replace Primary Switchgear" 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in the Construction Documents, except as may otherwise be specified. In summary: The general construction is for new 5KV switchgear in a self-contained building, which is to replace the outdated existing switchgear and building. This project includes the following items: "Removal of existing switchgear building completely. "Installation of new switchgear building and coordinating connection to new utility feeder (by others utility provider at substation) with all applied switchgear internal electrical equipment and components to meet the electrical needs of the campus. "A Work Progress Schedule, inclusive of the phasing plan, will implement the Critical Path Methodology, must be developed by a certified scheduler, and will require approval by the COTR before work can begin. Outages will be modeled by the design's phasing scheme. Contractor shall make all concerted efforts to minimize the duration of downtime to each circuit. Some outages, as indicated in the design's phasing scheme, must be implemented outside of normal working hours, but will still require coordination with and approval from the owner. Normal working hours are Monday - Friday, 7:45 a.m. - 4:15 p.m.. Work at the government site shall not take place on Federal holidays or weekends unless approved by the Contracting Officer (CO). "Additional site work includes new landscaping, paved road ways and security fencing area around new switchgear building. The C&A requirements do not apply and a Security Accreditation Package is not required. 3. Background: VA conducted its FCA and recommended these changes. 4. Performance Period: The period of performance is 270 days.Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). 5. Type of Contract: Firm-Fixed-Price 6. Place of Performance: Work will be performed at: VA Illiana Health Care System 1900 East Main St. Danville, IL 61832 7. Performance Based Contract: This contract requires the application of an Earned Value Management and Critical Path Methodology to support Article PERFORMANCE OF WORK BY THE CONTRACTOR in FAR 52.236 - 1 and VAAR 852.236 - 72.
