- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst intends to negotiate a contract on a sole source basis with Honeywell, Inc. of South Bend, IN for the design, development, testing, and manufacture of Peculiar Support Equipment and their associated supportability data. This PSE will be used to support the Depot Level of Maintenance requires for the Air Cycle Machine (ACM) and the Shaft Driven Compressor (SDC) of the V-22 Aircraft, at the Fleet Readiness Center, Cherry Pt, NC. This is a multi-system (ACM and SDC) procurement that will meet MV/CV-22 Aircraft maintenance requirements. In addition to the PSE, the Navy also intends to procure one (1) Shaft Driven Compressor, P/N 901-364-002-109; one (1) Inlet Guide Vane, P/N 221020, and one (1) Surge Control Valve, P/N 2210241 to be used as Units Under Test (UUTs). The Inlet Guide Vane and Surge Control Valve are parts of the Shaft Drive Compressor but also need to be procured individually to enable concurrent testing to improve delivery schedule. These exact aircraft components are needed as UUTs to develop tooling and a test system for the Shaft Driven Compressor. The Government does not possess a drawing package that is suitable for competition. The drawings also contain a limited rights legend and a distribution statement E (DOD components only) as per the original contract. Without unlimited rights drawings, we are not able to go out competitively for these items, as the exact aircraft components must be used as UUTs. As the Original Equipment Manufacturer, Honeywell has vast knowledge and experience of the V-22 Shaft Drive Compressor and its components and is the only vendor able to provide the exact required equipment to be used as UUTs for testing. The Navy intends to procure this effort under the authority of 10 U.S.C. 2304(C)(1), as implemented by FAR 6.302-1. All responsible sources may submit a proposal, which may be considered by the Navy in determining whether to conduct a competitive procurement. A determination by the Navy not to open the requirement to competition based upon the response(s) to this notice is solely within the discretion of the Navy. A solicitation is not available for this procurement. Any challenges must be received within 15 days of publication of this notice and contain adequate support information.
