- THIS IS *NOT* A REQUEST FOR PROPOSAL, QUOTATION OR INVITATION TO BID NOTICE. Overview of Requirements: The US Army Corps of Engineers (USACE) Middle East District (MED) has a requirement for engineering and technical support staff in support of the reconstruction efforts of Afghanistan Engineer Districts North and South (TAN and TAS). MED intends to issue a solicitation to award a Single Award Task Order Contract (SATOC), Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) personal services contract to fulfill this requirement. The Afghanistan Engineer District (AED) has two districts, one located in Kandahar, Afghanistan (TAS) and one located in Kabul, Afghanistan (TAN). All work performed under this requirement is in AED's Area of Responsibility (AOR) and extends through the central Asian republics of Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, Tajikistan, Pakistan, and Afghanistan. The period of performance is one, 1-year base period and three, 1-year option periods, for a total of four years. The proposed contract will provide capacity to hire Afghan personnel to perform project and program management, contract administration, project engineering, quality assurance, real estate, and administrative functions. This requirement falls under NAICS code 561320 (Temporary Help Services). A site visit/pre-proposal conference will be held for the above subject solicitation on 09 November 2011 at the Crown Plaza Dubai, Salahuddin Road, Deira, Dubai, United Arab Emirates, telephone: +971 (0) 4 262 5555. This site visit/conference will begin at 0900 hours, local time, and is anticipated to last approximately five hours. A lunch break is scheduled from 1130 hours to 1300 hours. Lunch will not be provided by the Government. Offerors may send up to two individuals to this meeting. The following information for each participant shall be provided by the Offerors: participant name, job title, company represented, e-mail address and telephone number. This information shall be submitted by e-mail to: Ms. Kathy Perry, kathy.j.perry@usace.army.mil and Ms. Jean L. Birdsell, jean.l.birdsell@usace.army.mil Participants may begin registering for this site visit/pre-proposal conference on 14 October 2011 and registration will end on 2 November 2011. Late registrations will be reviewed on a case-by-case basis and will be accommodated only if seating is available. The Government will not reimburse Offerors for any costs associated with participation in this site visit/pre-proposal conference. Offerors are not required to attend this site visit/conference in order to submit a proposal. Offerors are reminded to direct questions to the Contracting Officer who will be present during this site visit/conference. All questions asked during this site visit/pre-proposal conference shall be submitted to the Government in writing no later five days after the conclusion of the site visit/pre-proposal conference.
