- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Modification 01 NAVSURFWARCEN Crane Division proposes a firm fixed price (FFP) contract action for one each AN/SPS-67(V) 5 Below Deck Equipment, one each AN/SPS-67(V) 5 INCO kit and associated data. The delivery terms will be Fob Destination. Inspection and Acceptance is Origin. Delivery is required by 31 August 2013. The Government intends to solicit and negotiate with only one source, DRS Technologies, 400 Professional Dr Suite 400, Gaithersburg, MD. 20879-3417, in accordance with FAR 6.302-1(a) (2),Only one responsible source and no other supplies or service will satisfy requirements. All responsible sources may submit a proposal, which shall be considered by the agency. Reference the above solicitation number when responding to this notice. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FAR Part 15 procedures will be used. The Government intends to award to the responsible contractor whose offer is the best value to the government, considering past performance and price related factors. A solicitation will not be available for download but requirements documents will be made available upon request. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment.
