Description
This is not a solicitation announcement. This is a sources sought synopsis only. This is not a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products that may be of interest to the United States Coast Guard (USCG). The United States Coast Aviation Logistics Center is conducting market research to determine manufacturers and suppliers of Type VII starch-g-acrylic plastic with corn starch. The USCG is looking for companies capable of providing Type VII (Starch-g-acrylic) dry stripping blast media that meets or exceeds the requirements of Mil Spec MIL-P-85891A. In addition to supply of the media product, a spent media recycling/disposal plan shall be in place in order that spent media generated through aircraft de-painting process results in the generation of a new recyclable product suitable for use as an absorbent material or similar use. This resulting product must have its own Material Safety Data Sheet (MSDS) to avoid generating a new waste stream. The spent media recycling/disposal plan shall also state where the resulting product will be used and for what purpose. Responses to this notice should include company name, address, telephone number, point of contact (POC), and complete product/service details, brochures, and etc. which will allow the USCG to understand your product/service and options. Also, state the approximate lead-time for acquiring your product. The Government believes the applicable NAICS Code is 423840. The size of business pursuant to North American Industrial Classification System (NAICS) is 100 employees. Please respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers? (9) Do you have civilian users of the product, and if so who and POC's. (10) Would you be able to provide a quote for your product to include a base plus option year(s)? If so, what would be the maximum period? Firms responding to this announcement that fail to provide all of the requested information cannot be used to help the Government make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to help the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is NOT a request to be considered for a contract award. After the review of the responses to this sources sought announcement, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be published in FEDBIZOPS. Responses to this sources sought synopsis are NOT adequate responses for any future solicitation announcement. All interested offerors will have to respond to the solicitation separately. Again, this is NOT a request for proposals and in no way obligates the Government to award any contract. Closing date and time for receipt of response is 24 October 2011 at 8:30 a.m. EST.
