- 1.Information is being collected for market research purposes and not as a request for proposal or as an obligation on part of the Government. The Government does not intend to award a contract on the basis of this market research and will not pay for information solicited. The purpose of this notification is to identify small businesses under North American Industry Classification System (NAICS) code 541611 that have interest and capability to respond to and comply with the technical, analytical, administrative and engineering services needed for Army Materiel Command Lead Material Integrator and Army Sustainment Command Distribution Management Center. Comments and questions are strictly voluntary and incorporation of comments into any future documents will be at the discretion of the Contracting Officer. Any information, or ideas submitted to the Government may be used in formulating its acquisition strategy and any resulting solicitation. Therefore permission to use the information for purpose of developing the acquisition strategy is inherently granted with the submission. Proprietary data should not be submitted. 2.Contract Information: The Lead Materiel Integrator's (LMI's) overall responsibility is to provide fully equipped forces in a fiscally constrained environment. Specifically, the LMI's mission is to equip the Army in accordance with the Army Campaign Plan (ACP) which outlines the Army's strategy to support the Global War on Terrorism (GWOT), transform the Army to a modular force, transition to a Future Force, and to maintain focus on the Soldier. Essential to this mission is the LMI's responsibility regarding materiel programming and the translating of Army materiel requirements into programs that are synchronized across the domains of Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF). The LMI also has the significant responsibility of synchronizing the requirements and capabilities of these Forces. The contractor will perform a broad range of technical, financial, and operational analysis in support of the Department of the Army (DA). Contract support shall include all activities relating to the overall force development of the Army. The contractor may be required to serve as the Subject Matter Expert (SME) for an Army system, however, at no time will the contractor serve as the lead for an Army system designated as ACAT 1 (to include variations such as ACAT 1A, 1AC, 1AM, 1C, or 1D) without approval of the Contracting Officer Representative (COR). The Distribution Management Center (DMC) is responsible for coordinating the Unit Set Fielding (USF) of all modernized and retrofitted equipment in support of the Army's transformation to the modular force and Stryker Brigade Combat Teams (SBCT) in an integrated and synchronized manner. The contractor will provide research, analytic, programmatic, communications and liaison services to ensure successful execution of the DMC mission. The contractor will support DMC in three major areas. (1) Integrating activities across all LMI Agencies, serving as the requirements-to-solutions interface within LMI and coordinating with the Army Staff, Army Commands (ACs), Senior Leaders, the Joint Staff and other agencies to resource those requirements. (2) Near term and midterm equipping and fielding planning, analysis and adjustments to plans (as required) to transform and reset The Army. The contractor will support the execution of Army Transformation plans including modernization, Unit Set Fielding, SBCT Fielding and Modular Force conversion. (3) On-site Force Development Transformation Cells (FDTCs) and Army Transformation Teams (ATTs) that serve as focal points for Army Transformation related matters to include integration and synchronization efforts that support Force Modernization, Modular Force conversion, USF activities and Unit deployments in support of Global War on Terrorism. The following sites will be part of the LMI effort: Ft. Bliss, Ft. Bragg, Ft. Campbell, Ft. Carson. Ft. Drum, Ft. Hood, Ft. Lewis, US ARC (Ft. McPherson), Ft. Polk, Ft. Richardson, Ft. Riley, Ft. Shafter, Ft. Stewart and Schofield Brks, HI. It is anticipated that a solicitation (if released) would be set-aside for Small Business Concerns. 3.INSTRUCTIONS TO INTERESTED PARTIES: Request that all interested parties provide their capabilities statement NTE five (5) pages that details previous work experience in the areas and any specialized systems listed above. Work performed in the last three years is considered relevant for this sources sought announcement. Please include in your capabilities statement, your firm's CAGE Code and business size. Also include the type of small business. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate. RESPONSE DATE: All responses to this announcement must be received by 18 October 2011.
