Description
NAICS 236220. The General Services Administration (GSA), Public Buildings Service, Special Programs Division (SPD), is seeking a contractor to provide all supervision, labor, materials, and equipment necessary to perform maintenance and repairs on a 600 square foot, one-story office trailer for the U.S. Customs and Border Protection (CBP) located at the Wrangell Port of Entry, Wrangell, Alaska 99929. Estimated price range is between $25,000 and $100,000. The estimated date of contract award is 7 December 2011. The purpose of this maintenance and repair work is to increase weatherproofing and to preserve the wood building envelope elements of the exterior of the modular trailer. The exterior paint on the modular trailer and the 25-foot high, steel pole has deteriorated. The trailer's three (3) foot high wood skirting has also deteriorated and requires replacement. The existing interior lighting illumination does not meet standards. The existing downspout discharge location has been altered, and this could eventually lead to damaging the property. Weatherproof sealing of the existing computer room's slider-style vinyl window has deteriorated. One exterior door deadbolt entry lockset is not in compliance with emergency exit requirements. After receipt and approval of bonds and insurance, interior work can occur as soon as possible after contract award, but only after requesting and receiving approval from CBP to allow the work to occur in a manner that does not disrupt CBP's operations. All exterior work must occur during favorable weather conditions on the day the work is to commence with a favorable weather forecast for completion of the work. Weather conditions for exterior painting, staining, and any other exterior work must meet the specifications and manufacturer's requirements for the products being applied and can only occur after requesting and receiving approval from the GSA. Security Considerations: This is a secure and access-controlled facility. Contractor personnel shall be U.S. citizens, free of criminal convictions, and shall submit to clearance procedures specified by the U.S. Customs and Border Patrol. This is a total small business set-aside. The applicable small business size standard for NAICS 236220 is $33.5 million in annual receipts. The Government intends to award one (1) firm-fixed-price construction contract as a result of this solicitation. Proposals will be evaluated based upon a best value tradeoff. Price is significantly more important than technical considerations. Firms shall submit a letter of interest via e-mail to the Contract Specialist with the identifying solicitation number prior to 31 October 2011. E-mail address is: ann.fleckenstein@gsa.gov. Contractors can access the CCR for free at http://www.ccr.gov. The solicitation shall be released on or about 31 October 2011, with receipt of proposals due not later than 30 November 2011.
