SERVICE OF ENERGY MANAGEMENT SYSTEMS BACKGROUND/SCOPE: This solicitation is for the provision of service in support of maintaining The Veterans Health Care System of the Ozarks (VHSO) Fayetteville, Arkansas campus two (2) Energy Management Systems. The two (2) separate Energy Management Systems primary purpose is for the controlling of the facility's HVAC systems. The Contractor will furnish all labor, tools, equipment, transportation, and expertise necessary to perform the services required as described herein. OBJECTIVES: The objective of this service agreement is to improve the performance and efficiency of the VHSO, Fayetteville HVAC systems through enhanced management and maintenance of the energy management systems. For the purposes of this solicitation, "Energy Management System" refers specifically to the Kreuter (KMC proprietary) and Alerton Bactalk (native Bacnet) systems currently installed on station. The station maintains two (2) separate front ends (one for each system) with primary graphical user interfaces at Building 29 (also known as the "AC Plant" or "Chilled Water Plant") and secondary interfaces at Building 10 ("Boiler Pant"). Data is transmitted across campus to the separate front ends via a virtual network using the station's IT infrastructure. QUALIFICATIONS AND REQUIREMENTS: 1.The Contractor must maintain an office within an area that can provide 2 hour on-site response time. 2.Bidders must have documented/demonstrable experience with both of the applicable Energy Management System (EMS) systems. Bidders must have technicians on staff at the time of this solicitation response with the competency and expertise to perform the tasks and services required herein. 3.Bidders must have documented/demonstrable experience with HVAC systems and equipment of similar function and complexity to the HVAC systems installed at the VHSO Fayetteville station. 4.Bidders must be currently licensed and maintain say license as both an HVAC and Electrical contractor in the State of Arkansas. SOLICITATION DELIVERABLES: 1.Bidders shall submit a company resume, detailing experience with the systems listed herein. The company resume shall include a minimum of two (2) recent references for current service agreements for each of the systems listed (KMC and Alerton). The company resume must also list and detail experience for personnel that will be assigned to maintain this contract. Only service providers with relevant experience will be considered. 2.Bidder shall provide a detailed listing of Key Personnel showing the names and roles of all individuals who will have major contract responsibilities and/or provide unusual or unique expertise. 3.Bidders shall submit the resume of the Controls Technician and the, Controls Engineer detailing their experience with the systems listed herein. The resume shall include a minimum of two (2) recent references for current service agreements for each of the systems listed (KMC and Alerton). 4.Bidders shall submit a labor rate schedule detailing hourly bill rates for the following labor categories: Controls Technician and Controls Engineer. Definitions for these labor categories are shown below. The rate schedule shall provide rates for normal business hours, after hours (overtime), and holiday hours. CONTROLS TECHNICIAN FUNCTIONAL DESCRIPTION: Controls Technician performs end to end testing, downloading programming, startup, commissioning, servicing, and repair of energy management systems. Evaluate on-site installations and perform preventative and corrective maintenance, repair and modification of controls systems. Ensures that mechanical and controls systems together are functioning to customer requirements and industry standards. Perform analysis, diagnostics, programming modifications to and repair of energy management systems and components. Coordinates work with station engineering personnel. Minimum Experience: Typically requires five (5) years of related experience. Strong proficiency in HVAC digital controls. Minimum Education: Associate degree or equivalent from a two (2) year technical school or related experience required. CONTROLS ENGINEER FUNCTIONAL DESCRIPTION: Controls Engineer supports station engineering personnel with maintaining, optimizing, and troubleshooting issues with the energy management system and related building HVAC systems. Controls Engineer provides expertise and recommendations in support of building systems operation and energy conservation initiatives. Minimum Experience: Typically requires four (4) years of related experience. Possess a strong proficiency in HVAC systems design, energy management systems, and test and balance procedures for HVAC systems. Minimum Education: Bachelor's degree or equivalent in electrical, mechanical, or facilities engineering. Bidders shall submit pricing parts list as shown in accompanying appendix (Appendix 1: EMS parts list). Bidders must submit pricing that will be valid for the entire term of this agreement. Pricing is not to include shipping or freight charges. DELIVERY AND LOCATION OF SERVICES: The performance of services described herein will be either by weekly scheduled site visits or on an as needed (on call) basis. All services will be performed at the VHSO Fayetteville, Arkansas station (VA station 564) located at 1100 N College Avenue. TASKS SERVICES TO BE PROVIDED: 1.The Contractor will provide on average 208 hours of service during normal business hours for the fiscal year. At the discretion of the station chief, the allotted service time can be used for any service need related to the systems (Energy Management Systems) listed herein. These services needs include (but are not limited to): a.Weekly site visits to review the systems and address station concerns (including system programming and/or scheduling changes). The Contractor will establish and adhere to a routine weekly schedule to be on station. b.Training of station personnel on all facets of the systems. This training will include (at a minimum, but may include additional topics at the discretion of the station) navigation/use of the graphical user interface, interim measures to respond to emergencies, implementing schedules, setting up trendlogs, using the system for troubleshooting, and maintaining/servicing system components/hardware. c. Labor to maintain or repair the systems as directed by the station. 2.24 hour/ 7 day on call emergency phone service with maximum 2 hour phone response and maximum 4 hour on site response. 3.Contractor shall maintain a written service log in the station AC Plant (building 29) detailing all service activities (description of both labor and repair parts when applicable). The written log shall be updated by the service technician (prior to leaving) each time the service technician is on site. 4.The Contractor will invoice weekly or monthly, depending on the specific services performed. The invoice will show the assigned contract number, specific monthly labor hours and rate, materials, and parts with corresponding dates of performance. 5.The Contractor will provide parts, components, software upgrades, and materials in accordance with the pricing set forth in this agreement. GOVERNMENT FURNISHED PROPERTY: In some instances the government may choose to furnish equipment for Contractor to install. Labor rates established by this agreement will apply to installation of any government furnished equipment. SECURITY REQUIREMENTS: The Contractor must follow all VHSO/VA security requirements. Security and privacy requirements vary depending on the equipment to be serviced and the service being performed. Contractor personnel may be required to complete any or all of the following but not limited to online training, read, sign, and comply with hard copy documents of an informative or directive nature, or provide network security information as requested for any equipment used in the facility.
