Description
The contractor will furnish all personnel, supplies and facilities necessary to collect, process, store, and deliver human blood components and derivatives VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240. The blood bank must be currently registered and/or licensed with the Food and Drug Administration (FDA), Department of Health and Human Services pursuant to Section 510 of the Federal Food, Drug, and Cosmetic Act, as amended. 21 USC Section 260. The contractor will be required to maintain an adequate inventory level of blood and blood components to meet routine and emergency needs of VA Pittsburgh Healthcare System. For additional requirements of blood and blood components, the supplier will have an established mechanism in place to meet VA Pittsburgh Healthcare System blood supply needs. Specimen and blood components must be transported/shipped is such a way to ensure the integrity of specimens and blood components, and comply with accreditation standards and requirements as defined by FDA and American Association of Blood Banks (AABB). If interstate shipment of blood or blood component is involved, the contractor must submit with the offer a statement that such approval has been authorized under Public Health Service Act 351, as amended, 42 USC Section 62. The Contractor shall perform pre-transfusion testing for VA Pittsburgh Healthcare System, antibody identification, and immunity problem investigations when requested by VA Pittsburgh Healthcare System. Blood and blood component delivery will be made regularly to the VA Pittsburgh Healthcare System and as needed to maintain inventory level. For emergency blood and blood component needs, the supplier will provide delivery within three (3) hour of notification by the VA Pittsburgh Healthcare System laboratory. Inquiries must be in writing to the attention of the Contract Specialist at Andrew Taylor (andrew.taylor3@va.gov) and reference the solicitation number in the subject line. The anticipated Period of Performance is for a one (1) year base period with four (4) option periods, for a total period of 60 months. The Contractor shall perform during the base year, from date of award through 2016.
