Description
The VA Pittsburgh Healthcare System (VAPHS) has a requirement for bulk laundry/linen services, including transportation, to be provided to the three (3) VAPHS medical center facilities--University Drive Division, University Drive, Pittsburgh, PA 15240; H. J. Heinz Division, 1010 Delafield Road, Pittsburgh, PA 15215; and Highland Drive Division, 7180 Highland Drive, Pittsburgh, PA 15206. The term of the contract will be a Base Period from date of award (est. 11-17-2011) through 9-30-2012, and there will also be three (3) option years that allow the Government the unilateral right to extend the Contract period for twelve (12) additional months per option year exercised. There will be a phased-in performance schedule with Contractor beginning performance at the University Drive facility within two (2) weeks of contract award. Approximately two (2) weeks later, performance will begin at the H. J. Heinz facility, and then approximately one (1) week after that date performance will begin at the Highland Drive Facility. VAPHS is in the process of phasing out the utilization of the Highland Drive Division, and it is anticipated that there will no longer be a need for laundry services at Highland Drive after February/March 2012. The Contractor shall furnish the physical laundry plant (at an off-site location), all linen items, labor, supervision, management, management support, supplies, ancillary equipment, vehicles and materials necessary for accomplishment of complete laundry/linen services. All workmanship shall be in accordance with practices established by the Association for Linen Management (ALM), Dry Cleaning and Laundry Institute, International Textile Rental Services Associate (TRSA), and accepted industry standards. All work shall be performed under sanitary conditions as specified by The Joint Commission. The estimated quantities of pounds of clean linen required among the three (3) VAPHS facilities for the estimated 10-month base period are as follows: General Linen - 1,522,728; Operating Room/Surgical - 30,696; Mops - 41,818; Uniforms - 1,591; and Patient Clothing - 1,819. This is a 100% total small business set-aside procurement. The NAICS code is 812332 with a small business size standard of $35.5 Million. This is a competitive negotiated procurement, and a technical proposal addressing the evaluation factors identified in the Request for Proposal (RFP) and a price proposal must be submitted. Offeors must be registered in the Central Contractor Registration (CCR) database at https://www.bpn.gov/CCR and complete online Representations and Certifications at https://orca.bpn.gov. The solicitation will be issued on or about 10-5-2011 and will be posted to this website and available for downloading. A Preproposal Conference will be held on 10-14-2011 at 11:00 a.m. EST at VAPHS, H. J. Heinz Division, Bl. 70, Room 2A-255, 1010 Delafield Road, Pittsburgh, PA 15215. Department of Labor Wage Determination 05-2451 covering specified counties in Ohio and Pennsylvania is applicable to this procurement and is incorporated in the RFP. Offerors who intend to perform in an area not covered by Wage Determination 05-2451 should submit a request to the Contracting Officer that an appropriate wage determination be ordered. Such a request shall be submmitted in writing to Daniel Ellilngsen at Daniel.Ellingsen@va.gov by October 12, 2011.
