- Response Date: October 20, 2011 at 4 p.m. Local Time In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Research and Development (ORD), National Exposure Research Laboratory (NERL), Atmospheric Exposure Integration Branch intends to award a sole source fixed-price purchase order to Texas AgriLife Research of College Station, TX for processed Environmental Policy Integrated Climate (EPIC) 0509-ready weather statistic files for the continental United States, representative of the most recent 30 year climatological period (1981-2010). The NAICS code for this procurement is 611310. It has been determined through market research that Texas AgriLife is the only firm capable of satisfying the government?s requirement with respect to meeting standards of the model generator, data compatibility, and providing the data within the required response time. Texas AgriLife maintains, updates, and distributes the United States Department of Agriculture (USDA) EPIC model and is responsible for the distribution of all supporting datasets required as input to EPIC to Federal entities, Educational Institutions, and the public. The use of proprietary code developed and maintained by Texas AgriLife is required to ensure that this database project is consistent with previous database versions and is completely compatible and model-ready for use in EPIC version 0509. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement by the response date indicated above. Timely responses will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
