" FY2012 Technical and Analysis Support to NREL's Hydrogen Systems Integration Program " BACKGROUND The National Renewable Energy Laboratory (NREL) is providing Systems Integration for the U.S. Department of Energy's Hydrogen Program. This support includes coordination of the program's Annual Merit Review (AMR) meeting, integration of the Annual Progress Report (APR) document, support to the Hydrogen and Fuel Cell Technical Advisory Committee (HTAC), and technical analyses for several Subprogram and Technical Team areas. OBJECTIVE In meeting its ongoing programmatic requirements for Systems Integration, NREL requires assistance in coordinating the AMR meeting, integrating the APR document, supporting HTAC, and technical analysis for Subprogram and Technical team areas. POTENTIAL TASK AREAS Task Area 1 : Annual Merit Reviews As directed by NREL, a potential Subcontractor shall plan, prepare for, and coordinate annual DOE Hydrogen Program Annual Merit Reviews and perform pre-planning for the subsequent annual reviews. Subtask areas will include: 1) Pre-event planning, consisting of identifying suitable meeting sites and securing the chosen meeting site, capable of handling a maximum of 1,800 AMR attendees, through negotiation of an operating agreement. A technical agenda for the meeting will be defined including both oral and poster presentations so that each portion of the Hydrogen Program will be adequately covered for review. Dissemination of the meeting agenda and the presentation format to all attendees of the meeting. 2) Liaison with the chosen AMR meeting site and conducting the supporting functions of the AMR (other than the Peer Review). Support functions for the meeting could include registration support and audio-visual equipment support. 3) Closing out all arrangements with the meeting site and supporting subcontractors and vendors following the meeting. 4) Pre-planning support will be provided for the subsequent year's annual meeting as directed by the NREL Systems Integrator. Pre-planning support could include identification of the meeting site for the following year and securing the meeting site for the following year. Task Area 2 : Annual Progress Report A potential Subcontractor shall prepare a publication ready version of the Hydrogen Program's Annual Progress Report. The Annual Progress Report is a compilation of research results from approximately 300 different Hydrogen Program research projects. The outline of the Report and the individual Report sections will be defined by the Department of Energy's Hydrogen Program management staff and NREL staff. Details associated with this task could include: contacting all Report section authors to provide them with the required Report format, review of each Report section from the Report section authors to ensure format/grammar accuracy among Report sections, review of the overall Report and Report sections to ensure print ready quality, and copying and distributing the final Report as directed (hard copy and web upload format). The potential Subcontractor will serve as a liaison between NREL, Report section authors and the printer of the Report (chosen by NREL). Task Area 3 : Technical Review and Analysis A potential Subcontractor shall provide technical review and analysis support to the Hydrogen Program, hosting meetings when directed, some of which may be held outside the Washington D.C. area. Task Area 4 : Analysis Repository Population The Analysis Repository is an on-line database of the analysis and modeling projects that have been funded under the DOE Hydrogen Program since 1995. The Repository currently exists, but is not fully populated. The expectation is that a potential subcontractor will fully populate the Repository with all relevant projects dating back to 1995, in order to make it an effective tool. Task Area 5 : Support to the Hydrogen Technical and Fuel Cell Advisory Committee (HTAC) Support of the HTAC will consist of: 1) Coordinating the logistics of the HTAC meetings (up to 3 per year), working with the designated court transcriber to support operation of the stenography equipment, and after the meeting will distribute electronic and hard copies of the transcript. Duties may also include setting up on-site registration and a registration desk staff to collect names and statements from attending members of the public. 2) Collect public comments, preparing an attendees list, and preparing a draft list of Actions from the meeting. 4) Providing technical support as needed to assist the HTAC in its activities. Typically attendance at an HTAC meeting does not exceed 50 people. AREAS OF EXPERTISE Individuals or organizations responding to this Sources Sought request must describe capabilities, attributes, and skills in one or more of the following specific areas of expertise in: • Meeting planning, meeting coordination, meeting facilitation, and booking of meeting facilities for meetings with up to 1000 people in the Washington, DC area or any area within the continental U.S. • Communication and coordination of presentation formats and report formats with up to 1000 presentation and report authors. • Technical review, editing and formatting skills for all standard Microsoft Office software programs (Excel, Word, PowerPoint, etc.) • Technical understanding of the Department of Energy (DOE) Hydrogen Program subject matter including, but not limited to hydrogen fuel cells, hydrogen production, hydrogen delivery and other technical topics contained in the DOE Hydrogen Program Multi Year Program Plan. RESPONSE REQUIREMENTS The response to this sources sought document is limited to eight (8) pages of single spaced text of 12-point font, with minimum 1" margins. Brevity is encouraged. All responses shall directly address the areas of expertise described within this document. All responses shall be submitted in writing via e-mail to john.enoch@nrel.gov. Electronic format of the response shall be in MSWord/Excel, or converted to.pdf. Electronic files in excess of 10MB will not be accepted. Responses to this notice, must be received by the response date (October 31, 2011, 4:30 p.m. MDT). Responding to this request identifies your organization as an interested party only. Questions will not be accepted. Your submittal is not in response to a Request for Proposals (RFP).
