- Background: The United States Marine Corps (USMC) requirement for a Nape Protection Pad (NAPP) to be used with Marine Corps combat helmets has increased from 60,000 to 173,000; therefore, an additional 113,000 NAPPs will be procured for initial fielding along with two years of spares to allow for transition of the NAPP to the Defense Logistics Agency for sustainment. The Marine Corps ™ intent is to procure a total of 147,600 NAPPs; 113,000 to complete initial fielding and 34,600 in spares. The NAPP provides additional ballistic protection area of coverage to cover a Marine ™s occipital region, an area not covered by any of the helmets in the USMC inventory. This area contains many critical nervous system components such as the cerebellum, the brain stem, the occipital lobe, and the spinal cord. Ground-based and vehicle-based explosives typically expel fragments up and away from the original position of the explosive. This NAPP increases the ballistic protection area of coverage for Marines. THIS IS NOT A NOTICE OF REQUEST FOR PROPOSAL BUT FOR INFORMATION AND PLANNING PURPOSES ONLY. Marine Corps Systems Command (MCSC) is conducting market research on interested firms and their capabilities regarding the NAPP. In response to this request for information, all interested firms should submit a capabilities package that outlines the firm ™s ability to provide a product complying with the stated technical requirements. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Capabilities Package Content: 1)Provide background on previous contracts that demonstrate your ability to make ballistic protective items with performance equal to or greater than CO/PD 00-2G. The NAPP will be designed in accordance with the Nape Purchase Description (AR/PD 10-01 Rev A) dated 02 June 2011 and Marine Corps Exceptions to the PD. Both the PD and exceptions documents can be found as attachments to this notice. 2)State the ability to meet the schedule/manufacturing capability to deliver articles for First Article Testing (FAT) within 120 days after contract award. After FAT approval, the contractor will be required to produce 4,000 NAPPs per month for the first month and increase production to 10,000 NAPPs per month by the third month. The capabilities package shall address the contractor ™s ability to meet this production schedule. 3)Provide unit pricing for the NAPP. 4)Provide CAGE Code, point of contact information, and business size. 5)Details demonstrating compliance with 10 U.S.C. 2533a (Berry Amendment). The Government intends to release a combined synopsis/solicitation for this requirement during 1st Quarter fiscal year 2012. At that time, offerors will be required to submit 1) a technical proposal that includes a total of ten (10) Product Demonstration Models (PDMs) consisting of five (5) of each size, thirty-two (32) 15 by 15-inch square shoot pack samples of the proposed ballistic solution, and a written proposal that addresses technical information and discusses the offeror ™s manufacturing capability; and 2) a business proposal that includes pricing and subcontracting information. Full submittal instructions will be provided in the combined synopsis/solicitation. The Government will not return any PDMs, written proposals, the business proposal, nor electronic copies submitted. Capabilities package shall be received at the following location, no later than 18 October 2011 at 1500 local time.
