The US Army Contracting Command-Redstone has a requirement for a four month bridge contract for PBL support for the Shadow TUAS to be awarded via letter contract modification on contract W58RGZ-10-C-0006. The period of performance will be 1 Nov 11 - 29 Feb 12 (four months). The PBL support is a performance based Contractor Managed Supply and Maintenance effort that consists of field supply support, depot level supply support, depot-level maintenance, software support, total package fielding, sustainment training, Brigade Integration Training (BIT), New Equipment Training (NET), Presets, Resets, the operation and maintenance of Government Owned, Contractor Operated (GOCO) teams in theater, support by Field Support Representatives, Augmentation support, sustainment management, PBL engineering and management, field service operations, depot material repair and management, post deployment software support, and GOCO support. Support also includes a contractor logistics supply support arrangement, publications, tools and support equipment, non-standard spares, Repair and Return, Modification Work Orders, calibration, and program management. The statutory authority permitting other than full and open competition is 10 United States Code (U.S.C) 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a) (2) (iii), entitled "Only one responsible source or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements." The proposed acquisition of this effort is directly related to the ongoing and future work being performed by the Shadow prime contractor, AAI Corporation, York Road and Industry Lane, Hunt Valley, MD 21030, CAGE CODE 97384. This requirement must be restricted for the following reasons: 1) AAI Corporation is the only source with the corporate knowledge, expertise, and facilities to execute all basic sustainment requirements for the Shadow TUAS Unmanned Aircraft Systems Program, 2) Many of the components of the Shadow TUAS are proprietary, and the Government does not currently own a Technical Data Package suitable for full and open competition, 3) The technology is state of the art and duplication of the effort would require lengthy development and would impact the Shadow TUAS readiness rate. Firms that recognize and can provide the required PBL support are encouraged to identify themselves. All responsible sources may submit a capability statement and proposal which shall be considered.
