- Description
- This IDIQ was awarded as a single-source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to the incumbent, Virginia Polytechnic Institute and State University, with an ordering period of 5 years for task orders and a maximum performance of 1 year beyond the ordering period, to continue enhancements to and receive support from the Comprehensive National Incident Management System (CNIMS). The CNIMS is intended to provide a decision-support capability that's adaptable to a broad range of possible national (very large) scale crisis events using primary, secondary, and tertiary effects to determine recommendations for courses of action. This IDIQ contains both cost-type and fixed price-type line items (CLINs). For the cost-type CLINs, orders will be for Research and Development type efforts of a nature that involves uncertainties in contract performance and does not permit costs to be estimated with sufficient accuracy to use a fixed-price order. This IDIQ was awarded under a sole source procurement. The Justification for Other than Full and Open Competion will be posted separately under FedBizOpps. The statutory authority for this non-competitive action is: 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. Market research was conducted through a 2010 Sources Sought. Analysis of responses did not reflect any other than the incumbent as fully addressing the Sources Sought requirements, displaying knowledge in all critical co-evolving infrastructures, social and physical, and their interdependencies as well as course-of-action decision analyses. No other source addressed as adequately the experience with very large system-of-systems (hundreds of millions of entities), and scalability from small (tactical) to very large systems.
