Description
The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan Puerto Rico Medical Center, has a requirement to provide inter-urban bus shuttle transportation services in an approximately 1.8 miles radius. The proposed Solicitation number is VA-248-11-RP-1087. The contractor shall provide duly licensed working buses, equipment related to safety, personnel with adequate licensing, and supervision to render shuttle services. The Contractor shall provide the required services Monday through Friday from 6:00 AM to 6:00 PM. The contract place of performance will take place in the following address: VA Caribbean Healthcare System San Juan Medical Center 10 Casia Street San Juan, PR 00921 This procurement will be set aside using a Cascading Set-Aside Procedure. The Government will award at the highest possible tier where adequate competition exists. The tiers will be as follows: 1st Tier: SDVOSB 2nd Tier: 8A Small Business Program 3rd Tier: Hubzone Small Businesses 4th Tier: All Other Small Businesses Adequate competition exists if; (1) proposals are received from at least two responsible offerors; (2) each of whom can satisfy the contract's requirements independently; (3) both contend for a contract which will be won by the offeror who submits the lowest evaluated price meeting or exceeding technical requirements and; (4) price is reasonable. If adequate competition is not met, competition will proceed to the next lower tier. If possible and requirements are met, offers will be cascaded down to the next level. The process through the tiers will be executed as needed. This procurement will be performed in accordance with FAR part 12 "Acquisition of Commercial Items" and the Source Selection Process will be "Lowest Price Technically Acceptable (LPTA) as established in FAR part 15 "Contracting by Negotiation". The North American Industry Classification System (NAICS) code is 485210 "Interurban and Rural Bus Transportation" and the business size standard is $7.0 Million, which is applicable to this acquisition. Any amendments issued to this solicitation will also be available at the URL address. Once the solicitation is posted, offerors are advised that they are responsible to review and monitor the solicitation in the Federal Business Opportunity website frequently to ensure that they have the most up to date information about this acquisition. All responses to written questions, which may affect offers, will be incorporated into a written amendment to the solicitation. Offerors are reminded that in order to be eligible for an award, they shall comply with the limitations on subcontracting. RFP packages shall not be faxed by the offerors. THE SOLICITATION WILL BE MADE AVAILABLE ON OR ABOUT October 5th, 2011 with a due date of October 25th, 2011 by 12:00 pm, Atlantic Standard Time. Copies of the solicitation may be obtained at no charge at the Federal Business Opportunities System website https://www.fbo.gov. This solicitation will be available in electronic format ONLY. Dissemination is limited to electronic medium and the VA WILL NOT PROVIDE HARD COPIES. Offerors are responsible for downloading their own copy of the solicitation and amendments.
