Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 06, Salem, VA Medical Center, 1601 Brenner Ave., Salem, VA 28144 intends to award a sole source contract by means Other than Full and Open Competition . VA Form 2237 number 658-11-4-5257-0927. 2.Nature and/or Description of the Action Being Processed: This is a request for other than full and open competition to procure the services of contingency laundry service. This will be a firm fixed price contract to Carillon Laundry Service. 3.Description of Supplies/Services Required to Meet the Agency s Needs: This is a short term contingency effort from September 15, 2011 through December 31, 2011. Contingency Laundry Service will process an estimated 15, 000 pounds of laundry per day during VAMC Salem Laundry Service transitional period. Services shall include pick-up and delivery of items by Contractor personnel. This service is in support of patient care. This is a Contractor owned/Contractor operated bulk laundry/linen services and tasks requirement. An interim contract with Carilion Laundry Service is to help in the continued development and installation of a new laundry plant in support of patient care. Carilion Laundry service continued supportive service is beneficial for the continuity of both the short and long-term completion of the laundry plant plans for Salem VAMC. The estimated cost is $250,000.00. The contractor will provide the following services: Collaborate with VAMC Salem staff in creating an assistive contingency laundry plan for pick-up, and delivery during the New Plant transitional period. Provide all personnel, supplies, transpiration and services needed to provide complete contingency laundry service. Work closely with VAMC Salem staff and other key partners to develop and implement solutions to laundry problems that may accrue for service members and Veterans. Schedule employee meetings as needed for innovative ways to improve service in support of VAMC new laundry plant completion. 4.Statutory Authority Permitting Other than Full and Open Competition: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; (X) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 5.Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The contractor has over 20 years of professional laundry experience serving large facilities to include hospitals in the Salem Virginia area. VAMC Salem has identified Carilion Laundry service as an expert in production laundry service through contacts in the Salem community and VA past performance. The pool for qualified production laundry service providers in the Salem area is limited. Carilion Laundry service specializes in bulk production service while implementing large facility laundry solutions. This is a short trim contractual requirement for an unusual and compelling urgency. Due to VAMC Salem laundry renovation contractor not being able to timely deliver or install new laundry machinery has caused a timely delay and a contingency need at no fault of VAMC Salem. Delay in award of a new contract would result in serious patient, procedure and clinic delays and/or closures. This alone would cause serious financial lost along with patient care risk. Carilion Laundry service is a proven, professional cost effective company with the ability to continue all laundry service as required and needed in such a compelling time. 6.Determination of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Salem is in the process of renovating and updating its own laundry. Construction and delivery delays have necessitated this short term contingency effort from September 15, 2011 through December 31, 2011. Contingency Laundry Service will process and estimated 15,000 pounds of laundry per day during VAMC Salem s laundry service transitional period in direct support of patient care. Carilion Laundry has been providing supplemental service while construction has been in progress. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Carilion Laundry service rates are at a fair and reasonable cost in comparison to past history. Contracting Officer relied on the following to evaluate price fairness: historical data-FY11 Purchase Order# 658-P17989 which was a competitive award. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: None conducted due to the urgent and compelling nature of the requirement. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: Carilion Laundry service is familiar with the hospital and will provide expert service following the requirements stipulated by the Chief, Environmental Management based on the policy, procedures, rules and regulations of the Department of Veterans Affairs. Contractor is fully capable and familiar with hospital operations. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. 11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: Future requirements that are not urgent will be competed. 12.
